Ms. Schue said that it could be assumed, based on general practice. <br />e Mr. Hansen said interviewing only those applicants already on the committee <br /> defeated the issues of citizen involvement. Mr. Obie said that it had been <br /> decided during the discussion of the Planning Commission applicants that other <br /> individuals beyond the incumbents would be considered if it were found necessary. <br /> Mayor Keller said he had often reappointed those individuals who had served well <br /> on a commission or board. He said the opportunity was there to consider other <br /> applicants. He said the interview process performed earlier with the Planning <br /> Commission applicants worked extremely well and should be continued. Ms. Wooten <br /> asked if the councilors had already prepared their ballots noting those to be <br /> interviewed. Ms. Schue suggested that the council interview the three incumbents <br /> to the CIC. <br /> Roll call vote; the motion carried 7:1, Councilors Schue, Obie, <br /> Ball, Lindberg, Smith, Holmer, and Wooten voting aye; Mr. Hansen <br /> voting nay. <br /> G. Appointment to the Downtown Commission <br /> Councilor Obie questioned whether Ada Lee qualified as an applicant for the <br /> Downtown Commission. Mr. Holmer clarified that Ms. Lee did qualify based on the <br /> location of her business in the downtown area. <br /> H. Parting Comments <br /> Councilor Lindberg, in his last meeting with the council, thanked the staff for <br />e their support. He commented that the councilors had developed an atmosphere of <br /> consensus and of rational, open decision making. He said he had tried to remain <br /> open but recognized that it was not always possible. <br /> 1- Emergency Food Services <br /> Councilor Wooten said the Budget Committee had informally voted the previous <br /> evening to recommend an allocation from the Civic Emergency Fund to assist the <br /> Christmas Food Baskets Program. She said the allocation would be included in <br /> the Supplemental Budget later in the agenda. She stated that Pat Lynch had <br /> taken a survey of services provided and had obtained the following limited <br /> figures for 1983: <br /> FISH and Salvation Army 363,528 meals served to 36,720 individuals <br /> Eugene Mission 159,000 meals served (a 17% increase) <br /> She said the figures were not definitive in that staff had not contacted Meals- <br /> on-Wheels, the Senior Nutrition Sites, Gatherers and Gleaners, and other service <br /> agencies. <br /> J. Acceptance of Letter of Resignation <br /> Mayor Keller accepted the letter from Councilor Mark Lindberg, dated December 7, <br /> 1983, in which he submitted his resignation from the council effective December <br /> 31, 1983.
