K. Appointments
e 1. Balloting for interviewees for Downtown Commission/set interview
time (memo, applications, ballots distributed)
The councilors submitted their ballots for those to be interviewed for the
Downtown Commission to the City Manager.
2. Replacement Process to Fill Mark Lindberg's City Council Position
Councilor Wooten questioned what process would be followed to fill Mr. Lindberg's
position. Mr. Obie suggested that development of the process be delegated to
the Council President and Vice-President. City Attorney Tim Sercombe said there
was currently no process outlined in the City Charter; he said the charter only
required the council to fill the vacancy within 90 days of its occurrence.
Ms. Schue assumed that applications would be accepted for the position and she
wished to formally announce that the council would accept applications.
Mr. Lindberg hoped that any process developed would be both open and speedy.
Ms. Wooten asked if staff could develop a process by the end of the meeting for
action by the council. Mayor Keller suggested that he and Councilors Obie and
Schue meet with the City Manager to develop the process. Mr. Obie asked if the
council could provide legal notice of the vacancy and request applications until
a deadline of January 11 or 18, 1984. City Manager Micheal Gleason suggested
that Ms. Schue's suggestion to serve notice and to accept applications was
appropriate, with the details of the process to be developed by the committee
specified.
e Ms. Schue moved, seconded by Mr. Obie, that the City begin to
accept applications for the City Council position in Ward 3 to be
open on January 1, 1984.
Ms. Wooten asked that public notice be given to inform all possible applicants
of the position requirements.
Roll call vote; the motion carried unanimously, 8:0.
Mr. Gleason said that the requirements for the position would be supplied to the
media for inclusion in the notice of the vacancy.
3.
