ITEMS FROM MAYOR & COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS

e

A. Oregon Regional Council Association (ORCA)

Councilor Schue announced that she has been appointed vice president of the
Oregon Regional Council Association (ORCA) which is a newly formed state associa-
tion. ORCA will be helpful in interconnecting councils of government on
economic development strategies; this could result in positive benefits to the
City of Eugene.

B. Grading of Aberdeen Street

Ms. Wooten requested information on available funding for the grading of Aberdeen
Street in the Bethel-Triangle area, which she has perceived to be in very poor
condition.

C. Provision for Low-Moderate Income Citizens to Hult Center Events

Ms. Wooten stated that during the budget process last year, the City Council had
requested the Performing Arts Commission to explore reduced or discount rates to
enable low- and moderate-income citizens to attend events at the Hult Center.
She would like to re-initiate this request as there seems to have been no
response from the Performing Arts Commission.

D. Eugene Celebration Allocation

Mr. Holmer reported on an article in the Register-Guard that said the Downtown
Commission made a donation of funds to the Eugene Celebration. Mr. Holmer said
that while the act was appropriate, he found it disconcerting to have an alloca-
tion of tax funds referred to as a donation.

E. Community Goals Session

Ms. Smith expressed great satisfaction with the calibre of the recent Community
Goals Conference and the large number of citizens that participated. She
noticed that several groups made recommendations for council follow-up. These
should be pulled out for the council's attention early on.

-

MINUTES--Eugene City Council

January 11, 1984

Page 1
