<br />e <br /> <br />e <br /> <br />e <br /> <br />Councilor Holmer said the proposed amendment to the Code, Section 2.013, <br />subsection C, changes one word. He read the sentence in question, as follows: <br />"...appointments which more appropriately should be delegated to ~ committee on <br />boards, commissions, and committees composed of three councilors..." Because <br />the intent is to appoint three committees, Councilor Holmer suggested a deferral <br />of action on the ordinance to correct the grammatical problem. <br /> <br />City Attorney Tim Sercombe stated that the ordinance was "generic" in its refer- <br />ence to any committee of councilors appointed to consider any appointment. <br />Therefore, it could be in the singular and still do the job. <br /> <br />CB 2710--An ordinance concerning appointment processes for City <br />boards, commissions, and committees; amending Section <br />2.013 of the Eugene Code, 1971; and declaring an emergency. <br /> <br />Ms. Wooten moved, seconded by Ms. Smith, that the bill be read the <br />second time by council bill number only, with unanimous consent of <br />the council, and that enactment be considered at this time. Roll <br />call vote; motion carried unanimously, 6:0. <br /> <br />Council Bill 2710 was read the second time by council bill number only. <br /> <br />Ms. Wooten moved, seconded by Ms. Smith, that the bill be approved <br />and given final passage. Roll call vote; all councilors present <br />voting aye, the bill was declared passed (and became Ordinance <br />No. 19212). <br /> <br />VI. FIVE-YEAR FINANCIAL FORECAST (memo, projection distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item. Warren Wong, Financial <br />Director, explained that the State Executive Department requires the City to <br />prepare a five-year financial projection of all revenue and expenditures if they <br />want to continue to share in revenue-sharing funds. The approximate amount of <br />funds involved is $700,000 per year. Not only has the Oregon Municipal Finance <br />Officers Association passed a resolution to have the State Executive Department <br />eliminate this requirement, but they have also informed the House Revenue <br />Committee to include this as an agenda item for the 1985 legislature. <br /> <br />In response to Ms. Wooten's question, Mr. Wong responded that the financial <br />forecasts have been within an accuracy range of plus or minus ten percent. <br /> <br />In response to Mr. Wong's concern on the requirement of the five-year forecast, <br />Mayor Keller gave an explanation of the evolution of that decision. <br /> <br />Ms. Wooten moved, seconded by Mr. Holmer, to approve the long-range <br />fiscal projection for submittal to the State Executive Department. <br />Roll call vote; the motion was carried unanimously, 6:0. <br /> <br />MINUTES--Eugene City Council <br /> <br />January 11, 1984 <br /> <br />Page 5 <br />
