CONDEMNATION AUTHORIZATION re: ROOSEVELT BOULEVARD RIGHT-OF-WAY (memo, <br />map, ordinance distributed) <br /> <br />City Manager Gleason introduced the agenda item. Mr. Teitzel, City Engineer, <br />presented the staff report, describing the small parcel of land at the corner <br />of Bertelson and the projected Roosevelt Boulvard, that'was added after the <br />original resolution and ordinance for condemnation last year. This is for an <br />F.A.U. project planned for the summer of 1984. <br /> <br />CB 2709--An ordinance authorizing the institution of proceedings <br />in eminent domain for the acquisition by condemnation <br />of fee simple title for the widening of Roosevelt Boule- <br />vard from West Beltline Road to Maple Street; amending <br />Ordinance No. 18865; and declaring an emergency. <br /> <br />Ms. Wooten moved, seconded by Ms. Smith, that the bill be read <br />the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. Roll call vote; the motion carried unanimously, 6:0. <br /> <br />Ms. Wooten asked Mr. Teitzel to describe the process of negotiation with the <br />existing property owners. Mr. Teitzel responded that there has been an impasse <br />in the negotations that have been in process for about three or four months. <br />When the City filed for condemnation, it was discovered that this parcel of land <br />had been inadvertently omitted from the original condemnation ordinance. The <br />appraisals have been completed. Mr. Gleason clarified the procedure that would <br />follow from this point that would involve filing a condemnation notice, and <br />filing the appraisals, with the potential of a trial to settle the issue of <br />property value. <br /> <br />Council bill 2709 was read the second time by council bill number only. <br /> <br />Ms. Wooten moved, seconded by Ms. Smith, that the bill be approved <br />and given final passage. HUMAN RIGHTS COMMISSION INTERVIEWS (memo, ordinance, additional infor- <br />mation distributed). <br /> <br />City Manager Micheal Gleason introduced the agenda item. Chris Mahoney, Human <br />Rights Specialist, gave the staff report, reviewing the background for the <br />amendment to the ordinance concerning the interview process for the human rights <br />commissions.
