He <br />said a pub ic need for the redevelopment of the subject property exists because <br />of strong economic pressure for strip commercial development further north on <br />River Road. He said he believes that the rezoning will prevent additional <br />pressure for strip commercial development in the north Santa Clara area. He <br />added that the redevelopment of the subject property offers an opportunity to <br />provide Santa Clara residents with additional commercial facilities without <br />invading another portion of River Road. He hoped the council will use the <br />opportunity and will approve the rezoning. <br /> <br />There being no further testimony, the public hearing was closed. <br /> <br />CB 2713--An ordinance authorizing rezoning from County RA Suburban <br />Residential District to City C-2/SR Community Commercial <br />District with Site Review procedures and application of <br />Outlying Commercial Sign District for property located <br />south of Green Lane on the east side of River Road. <br /> <br />Mr. Obie moved, seconded by Ms. Wooten, that findings supporting <br />the rezoning as set forth in Planning Commission staff notes <br />and minutes of December 6, 1983, be adopted by reference thereto; <br />that the bill be read the second time by council bill number <br />only, with unanimous consent of the council; and that enactment <br />be considered at this time. <br /> <br />Mr. Obie asked the Planning Commission to take special note of the Sign District <br />and try to relate it to the balance of River Road that has historically been in <br />the city. He said he believes that the balance of River Road is Highway-Oriented, <br />while the subject property is Outlying Comloercial. He felt that a conversation <br />on the appropriateness of either of the two Sign Districts would be appropriate <br />to achieve some consistency in the City's decision making. <br /> <br />Roll call vote; the motion carried unanimously, 7:0. <br /> <br />Council Bill 2713 was read the second time by council bill number only. <br /> <br />Mr. Obie moved, seconded by Ms. Wooten, that the bill be approved <br />and given final passage. Roll call vote; all councilors present <br />voting aye, the bill was declared passed (and became Ordinance No. <br />19216). <br /> <br />D. Jerry Jacobson of the <br />Planning Department presented the staff report.
