She stated that the only access to the property is
from East 21st Avenue. Ms. Jones stated that the Metro Plan directs Eugene,
Springfield, and Lane County to conduct a jurisdictional study to determine the
eventual provider of services for the area. She said that the study is presently
under way and is scheduled to be completed by July 1, 1984. Ms. Jones stated that
Roger Rutan, President of the Planning Commission, was present to answer any
questions on the issue. Ms. Jones then reviewed the three options before the
council: to forward a recommendation of approval to the Boundary Commission for
the annexation of the property; to deny the application; or to follow the
Planning Commission recommendation and postpone any action until the juris-
dictional study is completed.
