<br /> IV. ORDINANCE CONCERNING PROCESS FOR APPOINTMENT OF CITY COUNCILORS (memo, <br />e ordinance distributed) <br /> City Manager Micheal Gleason introduced the agenda item. He stated that some <br /> modification had been made to the ordinance as directed by the council. City <br /> Attorney Tim Sercombe stated that the ordinance presently before the council was <br /> the subject of Ms. Wooten's motion when the council last addressed the issue. <br /> He said the ordinance contained two minor changes to the earlier draft. <br /> Councilor Wooten said she felt the proposed ordinance embodied the concerns <br /> expressed by the council at its last meeting. She said she would support <br /> adoption of the ordinance. <br /> Councilor Ehrman stated that she had discussed several items regarding the <br /> ordinance with Mr. Sercombe. She stated that she was uncomfortable with the <br /> language of Section 1(3) which would allow the council to extend the application <br /> period if it decided the number of applicants were too few for an effective <br /> choice to be made. She said she thought it would provide too much leeway to the <br /> council if it was unimpressed with the quality of the applicants. Addressing <br /> Section 1(6), she suggested that the language be revised to read liThe council <br /> shall give preference" rather than "may" because she fel t the council shoul d not <br /> have the prerogative to choose another once a vote by the people has occurred. <br /> She stated that she was generally in favor of the ordinance. <br /> Councilor Hansen stated that he had not changed his opinion and still felt that <br /> it was inappropriate for the council to set down stringent guidelines for <br /> conditions that mayor may not exist in the future. He felt that sufficient <br />e guidelines were present in the City Charter to address any possible situation. <br /> Mr. Hansen moved, seconded by Mr. Ball to table the item. The <br /> motion passed, 5:2, Ms. Wooten and Ms. Ehrman voting nay. <br /> V. COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION (memo, background information <br /> distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Dorothy Anderson of <br /> the Interim Community Development Committee presented the report to the council <br /> in the absence of Ms. Schue, chairperson of the committee. Ms. Anderson <br /> stated that a public hearing had been held by the committee at which numerous <br /> suggestions were made for the use of the funds. In addition, staff recommenda- <br /> tions were also received. She stated that Mr. Ball was also a member of the <br /> committee. She stated that the distributed materials included a statement <br /> of objectives and the allocation of the funds. She said the committee had <br /> attempted to develop a recommendation that addressed staff concerns with Parks <br /> programs and the concerns presented at the hearing about social service needs in <br /> the community. She stated that the recommended allocation was a combination of <br /> both areas. In addition, she stated that the committee was recommending a <br /> contingency fund of $32,000 to be forwarded to the Joint Social Services Fund <br /> for allocation to capital improvement projects involving public service groups. <br />e <br /> MINUTES--Eugene City Council June 20, 1984 Page 4 <br />
