Ms. Smith asked if the projects being referred to the JSSC <br />e were presently funded or being reviewed by the JSSC. Community Development <br /> Coordinator Richard Weinman responded that the joint fund will request propo- <br /> sals, adding that he imagined that most of the proposals would come from <br /> existing programs. He expected that most of the proposals would be received in <br /> the next four to six weeks. Mr. Ball stated that the committee had not ear- <br /> marked particular projects for the last allocation forwarded to JSSC, explaining <br /> that the committee had forwarded the allocation with the provisal that it be <br /> used on capital projects. He said the JSSC will follow its normal procedures in <br /> reviewing the proposals. Ms. Anderson explained that the $32,000 will be added <br /> to non-allocated JSSC funds. Mr. Ball stated that the Interim Community Devel- <br /> opment Committee had little time in which to act but managed to hold a public <br /> hearing at which the public echoed the council's frustration with the process. <br /> He said the committee will work to refine the process for the future. He felt <br /> the committee acted well in showing good faith to the public given the restric- <br /> tions placed upon it. <br /> Mr. Obie moved, seconded by Ms. Wooten, to approve the Community <br /> Development Block Grant statement of objectives. Roll call vote; <br /> the motion carried unanimously, 7:0. <br /> Ms. Wooten temporarily left the meeting at this time. <br /> Mayor Keller directed staff to draft a letter to be sent to the committee <br /> expressing the appreciation of the council for the work of the committee in this <br /> process. <br />e <br /> VI. SOUTHERN WILLAMETTE RESEARCH CORRIDOR UPDATE (memo distributed) <br /> City Manager introduced the agenda item and presented the staff report, briefly <br /> reviewing his June 14, 1984, memorandum to the City Council which outlined the <br /> members and the recent work of the consortium. Two of the projects performed by <br /> the consortium in its primary task of awareness building were an 18-minute <br /> video presentation and a brochure for local and regional outreach efforts. <br /> He reviewed the various aspects of the program and the responsible actors as <br /> listed in the memorandum, explaining that the workload had been distributed to <br /> obtain the most effective results from a low-budget program. Mr. Gleason stated <br /> that the program has been obtaining state-wide and national recognition. He <br /> said staff has researched other similar programs such as the Durham/Chapel <br /> Hill/Raleigh connection, the North Carolina Research Triangle, which has been in <br /> existence for 25 years. He said the Southern Willamette Research Corridor was a <br /> long-term program and represented the opportunity to leverage research grants, <br /> industrial sitings and to link the University of Oregon's assets with the <br /> Economic Development Program. He said it would also allow the City to have a <br /> major regional component to any metropolitan economic development program. <br /> Lastly, he felt the consortium provided the opportunity for the chief executive <br /> officers of the involved cities and colleges to meet in a forum to discuss mutual <br /> problems and opportunities. <br /> Ms. Wooten rejoined the meeting prior to this time. <br />e <br /> MINUTES--Eugene City Council June 20, 1984 Page 5 <br />
