C. Economic Diversification e Mr. Holmer moved, seconded by Mr. Hansen, to change the title by adding lIand Development" to the end. Motion carried 7:1. Members suggested on page 5 under Employment and Training that Suggested Action 1.1 would need an editorial change because the Eugene Private Industry Council will change its name to the Southern Willamette Private Industry Council. Ms. Ehrman moved, seconded by Ms. Wooten, to take out IIwhere feasiblell in Policy 5.0 on page 6. Ms. Decker told members a staff error had left these words out and they were being reinserted. Motion did not carry 4:4 Ms. Ehrman moved that Suggested Action 1.2 on page 6 be moved to the Culture and Leisure section but the motion died for lack of a second. Members discussed the funding relationships between the University of Oregon and Lane Community College in Suggested Action 1.1 on page 7. They concl uded that they would support Suggested Action 1.1 D. Growth Ms. Ehrman objected to the word IIEncouragell in Suggested Action 4.2 on page 8 e since smaller lot sizes, cottage units, and other available methods to increase residential density have been permitted in the past. The motion died for lack of a second. Mr. Holmer moved, seconded by Mr. Hansen, to use under Policy 6.0 on page 9 the word lIeliminate" instead of IIreducell(obstacles to the development process.) Motion failed 3:5. E. The Environment Members discussed Suggested Action 2.3 and 2.4 on page 10. Mr. Obie said 2.3 to IIprohibit the transport of nuclear materials through the City of Eugene...1I was not a local issue. Mr. Obie moved, seconded by Mr. Hansen, to remove 2.3 from the Eugene Community Goals and Policies document. Ms. Wooten urged the councilors to keep 2.3 because the national laws are weak. Eugene has no notification of material passing through the City. Ms. Anderson added that this item was not a close vote at the conference. Motion failed 3:5. Mr. Obie moved, seconded by Mr. Holmer, to remove suggested action 2.4.
