Ms. Ehrman told members this was not <br /> in keeping with the present regulations. It was requested that staff check <br /> to see if this item was in keeping with the present State and Federal regulations. <br /> Ms. Ehrman asked why "education" was to be deleted from Suggested Action 1.3. <br /> Ms. Decker told her to make the action broader. The change was suggested by <br /> Eugene Water and Electric Board. <br /> Ms. Ehrman moved, seconded by Mr. Ball, to leave "education" <br /> in Suggested Action 1.3. Motion failed 3:4. <br /> Ms. Decker asked that Policy 2.0 on page 13 have the word "uncommon" taken <br /> out. She noted the word was not well defined. The language in the staff <br /> e recommendation also would add reference to a legally adopted statewide list, <br /> consistent with language in the Metroplitan Plan. <br /> Mr. Holmer moved, seconded by Ms. Ehrman, to approve the <br /> staff recommendation. Motion carried 7:1. <br /> Mr. Holmer moved, seconded by Mr. Hansen, to delete Policy 4.0 on <br /> page 14. (Work with Southern Pacific to encourage activities <br /> within the right-of-way which conform to Eugene goals and policies.) <br /> Ms. Decker told members the conference did not vote on Policy 4.0, since it was <br /> one of the amendments not considered due to lack of time. Ms. Wooten told <br /> members about the problems of maintaining the right-of-way and cited the history <br /> of Southern Pacific's failure to cooperate in solving problems. Mr. Obie did <br /> not want to single out one industry in the document. He added that the confer- <br /> ence did not deal with 4.0. Ms. Anderson said the Planning Commission added 4.0 <br /> but did not discuss it in detail. <br /> Motion carried 5:2. <br /> F. Culture and Leisure <br /> Ms. Ehrman moved, seconded by Ms. Wooten, that Suggested Action 4.5 <br /> on page 16 read "Maintain public swimming pools" and that the <br /> underlined portion not be inserted (as long as it is financially <br /> e feasible for the City to provide these services).
