Dave Lilley of the Finance <br /> Department presented the staff report. He said the City wished to defer <br /> interest until the first progress payment is made on a contract. Currently, <br /> interest is charged ten days after notice when, sometimes, the work has not <br /> started. Some property owners had pointed out the City is using their <br /> money before contract payments are made. <br /> CB 2785--An ordinance levying assessments for paving and <br /> storm sewer on 6th Avenue from 1100 feet west of <br /> Garfield Street to 600 feet west of Garfield Street <br /> in the City of Eugene, Lane County, Oregon; <br /> repealing Ordinance No. 19259; and declaring an <br /> emergency. <br /> CB 2786--An ordinance levying assessments for sanitary <br /> sewer in Country Club Road from Willagillespie <br /> Road to 200 feet east; and sanitary sewer 200 feet <br /> east of Willagillespie Road from 400 feet north of <br /> Country Club Road to Country Club Road in the City <br /> of Eugene, Lane County, Oregon; repealing Ordinance <br /> No. 19269; and declaring an emergency. <br /> CB 2787--An ordinance levying assessments for sanitary sewers <br /> to serve the area between Centennial Boulevard and <br /> e 200 feet south of Bardell Avenue from 3000 feet west <br /> of Lindley Lane to Lindley Lane in the City of <br /> Eugene, Lane County, Oregon; repealing Ordinance <br /> No. 19266; and declaring an emergency. <br /> CB 2788--An ordinance levying assessments for paving, <br /> sanitary sewer, storm sewer, and sidewalks on <br /> Danebo Avenue from Roayl Avenue to 11th Avenue; <br /> repealing Ordinance No. 19255; and declaring an <br /> emergency. <br /> Mr. Obie moved, seconded by Ms. Schue, that the bills be <br /> read the second time by council bill numbers only, with the <br /> unanimous consent of the Council, and that enactment be <br /> considered at this time. Roll call vote; the motion <br /> carried unanimously, 5:0. <br /> Council bills 2785, 2786, 2787, and 2788 were read by council bill number <br /> only. <br /> Mr. Gleason said the emergency clause would not be effective because only <br /> five councilors were present to vote on this item. <br /> Mr. Obie moved, seconded by Ms. Schue, that the bills be <br /> approved and given final passage.
