DELEGATION OF ADMINISTRATIVE FUNCTIONS OF THE EUGENE URBAN RENEWAL <br /> AGENCY (memo, resolution distributed) <br /> City Manager Micheal Gleason introduced the item. Pat Lynch of the Eugene <br /> Development Department presented the staff report. He said the resolution <br /> would bring the way authority is delegated in the Renewal Agency into <br /> compliance with the way authority is delegated for other City operations to <br /> the City manager by the City charter. The resolution would clarify the <br /> designation of authority to Mr. Gleason or his designee. <br /> Councilor Ball arrived. <br /> Res. No. 907--A resolution designating those authorized <br /> to sign grant applications, bonds, contracts, <br /> etc., and to otherwise act on behalf of the <br /> Urban Renewal Agency of the City of Eugene. <br /> Mr. Obie moved, seconded by Ms. Schue, to adopt, as <br /> the Eugene Urban Renewal Agency, the resolution. Roll <br /> call vote; the motion carried unanimously, 6:0. <br /> e Mayor Keller adjourned the meeting of the Urban Renewal Agency of the City <br /> of Eugene and reconvened the meeting of the Eugene City Council. <br /> V. STATE TEACHERS IN-SERVICE WORKSHOP ON LOCAL GOVERNMENT--STAFF <br /> PRESENTATION (memo distributed) <br /> City Manager Micheal Gleason introduced the item. Tom Hayes of the Planning <br /> Department presented the staff report. He said one of the Council goals <br /> concerning citizen involvement was a recognition of the shared responsibility <br /> of the City and the local school systems for creating future citizens with a <br /> a knowledge of local government and citizen participation in local government. <br /> A subcommittee of the Citizen Involvement Committee identified the <br /> augmentation of school curricula as one way to accomplish that goal. <br /> The subcommittee and City staff organized the in-service workshop held <br /> October 12 and attended by about 100 teachers. Councilor Wooten spoke about <br /> the history of citizen involvement in Eugene and the City's citizen <br /> involvement efforts in the welcoming address. City staff told the teachers <br /> of existing City programs and commented on the resource material titled <br /> IICity Ha 11, What I s In It For You" whi ch was written by 4-J teachers duri ng <br /> the summer. <br /> Mr. Hayes reviewed IICity Hall, What's In It For You.1I He said many teachers <br /> were unaware of the resources available at City Hall and the willingness of <br /> the City staff to share the resources with the teachers. <br /> e <br /> MINUTES--Eugene City Council October 17, 1984 Page 3 <br />
