<br /> City Manager Micheal Gleason introduced the item. Assistant City Manager <br /> Dave Whitlow presented the staff report. He said the resolution would <br />- implement the final recommendation of the Hult Center Task Force. The Task <br /> Force was created in February to recommend an operating budget for the coming <br /> year and to study and analyze the roles and responsibilities of the major <br /> arts groups, the City, and the Eugene Arts Foundation. The Task Force <br /> recommended a five-year plan initiated by the major arts groups that will <br /> phase out the portion of the room tax that the groups currently receive. The <br /> ordinance also will dissolve the room tax subcommittee. Mr. Obie, Ms.Wooten, <br /> and Mr. Hanson were members of the Task Force. <br /> Mr. Obie said the arts organizations recognized the needs of the community <br /> and trusted in the support of the community when they initiated the proposal. <br /> He applauded their action. <br /> Ms. Wooten pointed out the Task Force had not recommended solutions to issues <br /> such as residency status and accessibility for low- and middle-income people <br /> that had been part of the Alexander Grant report. She said the residency <br /> issue was complex, and the Performing Arts Commission was working on it. <br /> Progress was also being made on accessibility and she would continue to seek <br /> it for promoter-produced shows as well as Hult-produced shows. She hoped the <br /> five major arts groups were not too optimistic about their ability to raise <br /> money. If their livelihood is threatened, she will bring the matter to the <br /> Council. She was also concerned about City support for other arts groups. <br /> Mr. Holmer commended the Task Force for doing a good job. <br /> Res. No. 3886--A resolution concerning Room Tax <br />e funds; repealing Resolution No. 3775; <br /> and adopting new guildlines. <br /> Mr. Obie moved, seconded by Ms. Wooten, to adopt the resolution. <br /> Roll call vote; the motion carried unanimously, 5:0. <br /> CB 2796--An ordinance concerning the Room Tax Subcommittee; <br /> amending Section 2.013 of the Eugene Code, 1971; <br /> repealing Section 2.071, 2.072, and 2.073 of that <br /> code; and declaring an emergency. <br /> Mr. Obie moved, seconded by Ms. Wooten, that the bill be <br /> read the second time by council bill number only, with <br /> unanimous consent of the Council, and that enactment be <br /> considered at this time. Roll call vote; the motion <br /> carried unanimously, 5:0. <br /> Council Bill 2796 was read the second time by council bill number only. <br /> Mr. Obie moved, seconded by Ms. Wooten, that the bill <br /> be approved and given final passage.
