<br />- M I NUT LS <br /> Eugene City Council <br /> City Council Chamber <br /> August 12, 1985 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Cynthia Wooten, Ruth Bascom, Debra Ehrman, Freeman <br /> Holmer, Jeff Miller (from 8:12 p.m.), Roger Rutan. <br /> COUNCILORS ABSENT: Richard Hansen, Emily Schue. <br /> The regular meeting of the City Council of the City of Eugene, Oregon, was <br /> called to order by His Honor Mayor Brian B. Obie. <br /> I. PUBLIC FORUM <br /> Mayor Obie introduced the item. There were no comments from the public. <br /> II. PUBLIC HEARINGS <br /> A. 1985 Parks and Recreation Master Plan Annual Review (memo, <br /> resolution, entire plan distributed) <br />- Mayor Obie directed staff to delay consideration of this agenda item until the <br /> arrival of Councilor Miller later in the meeting. Assistant City Manager <br /> David Whitlow added that any other items on the agenda requiring council bill <br /> action would also be need to be delayed until his arrival. <br /> B. 1984 Annual Review of the Eugene Bikeways Master Plan (memo, <br /> resolution distributed) <br /> Assistant City Manager David Whitlow introduced the agenda item. Bicycle <br /> Coordinator Diane Bishop presented the staff report, briefly reviewing her <br /> August 8,1985, memorandum to the City Council. She highlighted the three <br /> major changes to the Master Plan as suggested by the Bicycle Committee. <br /> Those changes concerned Route 335, Seneca/Buck Street; Route 125, West Bank <br /> Trail; and Country Club Road. In response to a question by Councilor Ehrman <br /> regarding the Country Club Road area, Ms. Bishop explained that the <br /> improvements would be on the road connecting Club Road east to the west <br /> portion of Coburg Road. In response to a question by Councilor Rutan, she <br /> stated that a portion of the State gas tax has been allotted to improving the <br /> one-block section of Club Road underneath 1-105. She said the bicycle lanes <br /> will be positioned off the street, with the major constraint being the width <br /> of the underpass. <br /> Councilor Wooten said she felt the proposals were good. She asked how the <br /> Bicycle Committee responded to issues concerning the maintenance of the areas <br />- surrounding the paths and lighting projects. Ms. Bishop stated that funding <br /> for lighting was available through neighborhood block grant funds and through <br /> fund-raisers. She said lighting was being included in present construction <br /> projects. In response to a question, she said that an item addressing the <br /> lighting of bicycle paths could be added to the budget.
