She sa i d <br /> the building had been used as a warehouse and for vehicle storage and that the <br /> utilities had been turned off several years before. She said she felt the <br /> City Council should be aware of what staff was doing, stating that the lack of <br /> prior action by staff had resulted in a beautiful house being destroyed. <br /> Ms. Bishop said she was informed by the Fire and Police departments that <br /> hazardous chemicals had been stored on the property. She stressed that the <br /> City Council had the responsibility for public safety until the contracts to <br /> abate the nuisance were signed. <br /> In response to a question by Councilor Wooten concerning methods to abate the <br /> nuisance but to allow for Mr. Elliott's concerns, Mr. Guenz1er stated that <br /> both bids had contained provisions for salvage of the material on the <br /> property. He said that staff could pursue administrative measures to allow <br /> Mr. Elliott to salvage his possessions. In response to a question regarding <br /> the hazardous materials, Fire Marshal Dick Christensen stated that the site <br /> was a hazard and that the property should be cleared before people were hurt <br /> or another fire occurred. Responding to Councilor Holmer's question regarding <br /> completion dates for the abatement, Mr. Guenz1er stated that he had been <br /> unable to obtain a date from Mr. Elliott when the property would be cleared. <br /> He said Mr. Elliott had been informed that staff would proceed with the <br /> abatement process. <br />. Councilor Wooten said she would like to explore the opportunity for <br /> Mr. Elliott to salvage his materials but she stressed that she wanted the site <br /> cleaned up as soon as possible. <br /> Ms. Wooten moved, seconded by Mr. Holmer, to direct the City <br /> Manager to take wha tever steps were necessary to aba te the <br /> nuisance at 938 Jefferson Street with the understanding that <br /> staff explore the opportunity to allow for the salvage of <br /> personal possessions by the property owner. <br /> Councilor Ehrman suggested that any salvage operations take place at a site <br /> other than at 938 Jefferson Street in order to facilitate the clean-up of the <br /> property. <br /> Roll call vote; the motion carried unanimously, 5:0. <br /> IV.
