RIVERFRONT PARK URBAN RENEWAL PLAN (memo, ordinance, background <br /> information distributed) <br /> City Manager Micheal Gleason introduced the agenda item. <br /> Ms. Wooten emphasized that approval of the ordinance would be subject to the <br /> changes made by the council at its meeting on Monday, September 9, 1985. <br /> CB 2847--An ordinance adopting the Riverfront Park Urban Renewal <br /> Pl an. <br /> Ms. Wooten moved, seconded by Mr. Hansen, that the bill be read <br /> the second time by council bill number only, with unanimous <br />e consent of the council, and that enactment be considered at this <br /> time. Roll call vote; the motion carried unanimously, 8:0. <br /> Council Bill 2847 was read the second time by council bill number only. <br /> Ms. Wooten moved, seconded by Mr. Hansen, that the bill <br /> including the changes made by the council on September 9, 1985, <br /> be approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared passed (and <br /> became Ordinance No. 19352). <br /> IV. EUGENE'S CONDOMINIUM CONVERSION ORDINANCE (memo, background information <br /> distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Planning Director <br /> Susan Brody gave the staff report. She said the condominium conversion ordi- <br /> nance was adopted in June of 1980 to provide some protection to elderly people <br /> and people with low incomes. The staff would like direction to proceed with <br /> the revision and its public review because of experience with the ordinance. <br /> The process of reviewing applications can be streamlined. <br /> Ms. Wooten said she does not want the protections for elderly people and <br /> people with low incomes to be eroded. <br />- <br /> MINUTES--Eugene City Council September 11, 1985 Page 3 <br />
