Planning Commission <br /> Citing his experience on the Planning Commission, Mr. Rutan said it is very <br /> important to have experienced people on the commission. There has been a <br /> large "turn-over" recently; and therefore, he suggested the council reapPoint <br /> Dorothy Anderson and Randy Thwing without interviewing other candidates. <br /> Ms. Anderson has served one term, and Mr. Thwing has served two terms on the <br /> commission. <br /> Mayor Obie favored Mr. Rutan's suggestion. He said Ms. Anderson and <br /> Mr. Thwing had been excellent members of the Planning Commission. <br /> Mayor Obie suggested the councilors submit their ballots and then decide how <br /> to proceed. Mr. Holmer said Mr. Rutan's suggestion had been made earlier <br /> and, consequently, some councilors, acting independently, had written only <br /> two names on the ballot. Such action, if Mr. Rutan's suggestion is not <br /> followed, would distort the voting. He said the council should discuss its <br /> procedure before balloting the next time it ballots for interviewees. <br /> Councilor Ehrman said the City makes an effort to get people interested in <br /> serving on public bodies. If the same people are reappointed repeatedly, <br /> some people will feel it is pointless to apply. She did not think <br /> reappointment should be automatic when a person has served two terms. <br /> e Councilor Wooten did not think the council should change its policy of <br /> considering new applicants. <br /> Mr. Hansen supported Mr. Rutan's suggestion. He said citizens who are as <br /> dedicated as Ms. Anderson and Mr. Thwing should be reappointed. He said <br /> interviewing others when a decision to reappoint has been made is a waste of <br /> everyone's time. <br /> Mayor Obie gave councilors an opportunity to add names to their previously <br /> submitted ballots. Mr. Holmer did so. <br /> B. Downtown Commission <br /> Mayor Obie noted that appointments to the Downtown Commission had been <br /> discussed at the luncheon meeting of the council which was open to the <br /> public. The president and vice president of the council were charged with <br /> getting information from the staff and the City Attorney and making a <br /> recommendation to the full council on how to proceed with the appointment <br /> process. <br /> .e <br /> MINUTES--Eugene City Council October 23, 1985 Page 3 <br />
