Vacation of Right-of-Way Located on Moss Street (Williams Bakery) <br /> (SV 85-3) (memo, map, background information distributed) <br /> Assistant City Manager Dave Whitlow introduced the agenda item. Bill French <br /> of the Planning Department gave the staff report. He said approval of the <br /> request would vacate 400 feet of Moss Street south of East 13th Avenue. The <br /> utilities can be relocated. He discussed the concerns of the Fairmount <br /> Neighbors and said the Public Works staff indicated traffic can be accom- <br /> modated on adjacent streets. <br /> Mayor Obie opened the public hearing. <br /> Tom Williams, 2773 Tomahawk Lane, represented Williams Bakery. He said the <br />e City Traffic Division staff told him the unloading of bakery trucks caused <br /> enforcement problems on Moss Street. He said the bakery could not abandon the <br /> unloading dock, but he would pay the City for the street property if it was <br /> vacated. Now 89 percent of the property owners supported the vacation which <br /> was in the best interest of the bakery. <br /> There being no other requests to testify, Mayor Obie closed the public hearing. <br /> Answering questions from Councilors Ehrman and Miller, Mr. French said <br /> Williams Bakery will pay the City about $113,000 for the property. <br /> Mr. Whitlow said the money will go into the working capital of the general <br /> fund. <br /> Responding to a comment from Ms. Bascom, Mr. French said Mr. Williams had <br /> included details of plans to landscape the triangular parcel of land between <br /> the bakery and Franklin Boulevard in a letter to the Planning staff. <br /> Mr. Williams said the University of Oregon owns the land. He reviewed past <br /> negotiations with landscape architects and University representatives. He <br /> said Williams bakery will pay for the development of the property, but what to <br /> do with the existing parking lot must be decided, a landscape plan must be <br /> accepted by all concerned, and the property owner should agree to maintain the <br /> property. <br /> Councilor Hansen was pleased to know Williams Bakery is expanding and com- <br /> mended the owners for continued involvement in the community. <br />- <br /> MINUTES--Eugene City Council October 28, 1985 Page 2 <br />
