Presentation by Lane County Home Builders Association (memo <br /> distributed) <br /> John Bennett, Executive Officer of the Home Builders Association of Lane <br /> County, presented an award from the National Association of Home Builders to <br /> Mayor Obie. The award was given to Eugene for efforts in streamlining the <br /> permit processing procedures, reducing development costs, and promoting <br /> housing affordability. Mr. Bennett said the award was announced at a meeting <br /> of 1,500 people in Los Angeles. Eugene received good publicity at the <br /> meeting. <br /> E. Future Council Work Session <br /> Responding to a question from Mr. Gleason, Mayor Obie agreed, on behalf of the <br /> council, to change a council work session with the Airport Commission from <br /> December 12 to mid-January. Mr. Gleason said a work session to develop a <br /> budget plan will also occur in January. <br /> F. Mayor's Nomination to Southern Willamette Private Industry Council <br /> (memo distributed) <br /> Ms. Wooten moved, seconded by Mr. Hansen, to reappoint the <br />e following individual to the Southern Willamette Private Industry <br /> Council: <br /> James N. Stephenson, 58 Fairway Loop.........term to expire <br /> 12/31/88 <br /> Roll call vote; the motion carried unanimously, 7:0. <br /> II. PUBLIC HEARING: STATE FUNDING APPLICATION FOR AIRPORT IMPROVEMENTS <br /> (memo, background material distributed) <br /> City Manager Micheal Gleason introduced the agenda item. Glen Potter of the <br /> Intergovernmental Relations Division and Bob Shelby of the Mahlon Sweet Field <br /> gave the staff report. Mr. Potter said the application requests funds from <br /> the Public Works Infrastructure Program for expansion of the parking <br /> facilities and installation of a new sanitary sewer line at Mahlon Sweet <br /> Field. The Public Works Infrastructure Program is financed from State lottery <br /> revenue. The application requests $225,000 in grants and $495,000 in loans <br /> for expansion of the parking lot and $180,000 in grants and $90,000 in loans <br /> for the sanitary sewer. The total request will be for $990,000. <br /> Mr. Shelby said the City is sUbmitting the application because the expansion <br /> of the parking lot and the sanitary sewer project do not qualify for Federal <br /> Aviation Administration (FAA) or Environmental Protection Agency grants.
