Answering questions from Mr. Holmer, Mr. Shelby said the airport runways are
- long enough to accommodate present flights. The Airport Master Plan contains
a provision for adding 1,100 feet to the main runway if additional length is
needed. The expanded parking lot and the sanitary sewer will be adequate for
the airport if the runway is extended.
Responding to a question from Councilor Ehrman, Mr. Gleason said no other City
departments are applying for lottery funds. The infrastructure improvements
in the Riverfront Research Park will be funded by other kinds of loans.
Mayor Obie said applications for lottery funds are accepted quarterly and the
City may apply for other loans and grants later.
Responding to a question from Ms. Wooten, Mr. Shelby said consideration was
given to applying to the Public Works Division of the Oregon Economic
Development Administration for the parking lot and sanitary sewer improvements
and substituting lottery funds for other airport needs. Mr. Gleason said the
City is working with L-COG on an application for Economic Development funds
for other infrastructure improvements at the airport.
Answering a question from Councilor Miller, Mr. Shelby said most of the
entryways to the airport can be funded through the FAA.
Mayor Obie opened the public hearing.
Orlando Hollis, 1908 Hilyard, is chairman of the Aviation Committee of the
e Eugene Area Chamber of Commerce. After reading the City's application and
Chapter 776 of the laws of 1985 and discussing the matter with City officials,
he decided the City's application complies with the objectives and meets the
requirements of the 1985 legislation. He said the application should be
considered favorably by the Intergovernmental Relations Division of the
Executive Department of the State of Oregon. He said the parking lot
expansion and the sewer improvement are vital to the improvement of the
airport. He noted that the parking lots produce income.
Mr. Hollis said the need for the airport improvement was evidenced by the
first priority it was given in the Eugene Agenda pUblic meetings. He said the
airport serves six counties and is important for the retention of existing
industries and the recruitment of new industries in the six counties. He
reviewed the airlines which serve the airport and said it is embarrassing to
note that American and PSA airlines must use temporary, detached structures.
Mr. Hollis said the importance of the Eugene airport was recognized by the FAA
when it approved a grant of $1,350,000 for the new aircraft ramp and the new
national prototype 6,200-square-foot building to be connected with the new
93-foot control tower. He said approval of the City's application would be
effective use of the funds provided by the legislature for promoting the
economic development of the state.
-
MINUTES--Eugene City Council December 4, 1985 Page 3
