e e e Ms. Schue moved, seconded by Mr. Holmer, that the bill, with unanimous consent of the council, be read the second time by council bill number only, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 6:0. Council Bill 4202 was read the second time by number only. Ms. Schue moved, seconded by Mr. Holmer, that the bill be approved and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed (and became Ordinance No. 19673). Mayor Miller adjourned the meeting of the Eugene City Council and convened the meeting of the Urban Renewal Agency. VI. PUBLIC HEARING: URBAN RENEWAL AGENCY SUPPLEMENTAL BUDGET NUMBER 2 City Manager Mike Gleason introduced the topic. Mayor Miller opened the public hearing. There being no requests to speak, the public hearing was closed. Res. No. 945--A resolution adopting a supplemental budget; making appropriations for the Urban Renewal Agency for the fiscal year beginning July 1, 1989, and ending June 30, 1990. Ms. Schue moved, seconded by Mr. Holmer, to adopt the resolution. Roll call vote; the motion carried unanimously, 6:0. Mayor Miller adjourned the meeting of the Urban Renewal Agency and reconvened the meeting of the Eugene City Council. VII. POSTPONEMENT OF PUBLIC HEARING ON EWEB STREET AND ALLEY VACATION (SV 89-3) Mr. Gleason explained that staff recommends postponement to May 28, 1990, to allow the City and EWEB staff to finalize agreements on liability, maintenance, and bike path dedications with the plaza area. Ms. Schue moved, seconded by Mr. Holmer, to postpone the public hearing on the vacation of street and alley right-of-way for the Eugene Water and Electric Board to May 28, 1990.
