<br />e <br /> <br />VIII. PUBLIC HEARING: VACATION OF ZONA LANE (SV 89-4) <br /> <br />City Manager Mike Gleason introduced the topic. Jim Croteau, Planning and <br />Development Department, reported that the council approved the vacation of a <br />portion of Zona Lane directly north of Lone Oak Drive last year. As the <br />vacation order was being prepared, a title search revealed that a portion of <br />the original street vacation did not contain the full right-of-way. <br />Additional council action is required to vacate the remaining street <br />right-of-way. All abutting properties have consented and the vacated portion <br />of Zona Lane will be incorporated into future development plans for the <br />property. <br /> <br />Responding to a question from Ms. Bascom, Mr. Croteau clarified that Lone Oak <br />Drive connects Division Avenue with Beaver Lane in the southern portion of <br />the Santa Clara area. <br /> <br />Mayor Miller opened the public hearing. <br /> <br />Harry Taylor, 25119 Lamb Road, represented the applicant and was available to <br />answer questions. <br /> <br />There being no additional requests to speak, Mayor Miller closed the public <br />hearing. <br /> <br />e <br /> <br />CB 4203--An ordinance vacating an unimproved 50-foot-wide <br />public right-of-way approximately 86 feet long north <br />of Lone Oak Drive, as more particularly described in <br />Exhibit A in the attached ordinance and vicinity <br />map. <br /> <br />Ms. Schue moved, seconded by Mr. Holmer, that the bill, with <br />unanimous consent of the council, be read the second time by <br />council bill number only, and that enactment be considered at <br />this time. Roll call vote; the motion carried unanimously, <br />6:0. <br /> <br />Council Bill 4203 was read the second time by number only. <br /> <br />Ms. Schue moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage. Roll call vote; all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance No. 19674). <br /> <br />IX. PUBLIC HEARING: BIKEWAYS MASTER PLAN ANNUAL REVIEW <br /> <br />City Manager Mike Gleason introduced the topic. Diane Bishop, Eugene's <br />Bicycle Coordinator, reported that since the counci1.s 1975 adoption of the <br />Eugene Bikeways Master Plan, a regular review (every other year) has allowed <br />for route or concept changes as the implementation phase of the plan <br />progresses.
