<br />~ John Van Landingham received recognition for his dedication, leadership, and <br />commitment to addressing the community's need to house all its citizens. <br /> <br />Arnold Mark Westling was recognized for his service in creating a quality <br />regional wastewater treatment program. <br /> <br />Councilor Green joined Mayor Miller in thanking the members of the Human <br />Rights Task Force, which recently completed its work on restructuring the <br />City's Human Rights Program to make it more efficient and effective. Mayor <br />Miller acknowledged everyone who had served on one of the human rights com- <br />missions. Task force members were introduced and given plaques in recogni- <br />tion of their efforts: Jacqueline Belcher, Deborah Bigelow, Cecilia Jackson, <br />Lynn Kahle, Bobby Green, John Kaufman, Kenya Luvert, Marion Malcolm, Jan <br />Oliver, Marshall Peter, Guadalupe Quinn, Tammy Jo Rhodes, Oguilivia Skelton, <br />Twila Souers, and Anselmo Villanueva. <br /> <br />Mayor Miller presented retiring Councilor Emily Schue with a plaque and ac- <br />knowledged her many contributions to the community during her years of public <br />service. Ms. Schue spoke briefly and expressed gratitude for the opportunity <br />to have made a difference in the community. <br /> <br />IV. SWEARING IN OF NEW CITY OFFICIALS <br /> <br />e <br /> <br />City Recorder Warren Wong administered the oath of office to Ward 1 Councilor <br />Randy MacDonald, Ward 4 Councilor Paul Nicholson, Ward 5 Councilor Kaye <br />Robinette, and Ward 6 Councilor Bobby Green. <br /> <br />Mr. Green thanked his family and members of his church for their support. <br /> <br />V. STATE OF THE CITY ADDRESS <br /> <br />After introducing and thanking his family, Mayor Miller presented the 1991 <br />State of the City Address, a transcript of which is attached. <br /> <br />Mayor Miller reviewed progress during the past two years in the areas of <br />community policing, human rights, economic development, low-income housing, <br />the Library, and downtown. He described the City's response to the passage <br />of Ballot Measure 5, and outlined five challenges facing the community in <br />1991 relating to the Library, downtown, community policing, fire and ambu- <br />lance redeployment, and infrastructure. He called for local control over <br />local government and services, and asked that people work together to deter- <br />mine the community's future. <br /> <br />VI.
