ORDINANCE CONCERNING 1991 STATE TRAFFIC LAWS <br />e Acting Assistant City Manager Linda Norris introduced the topic and said that <br /> Dick Loveall, Department of Public Safety, was available to answer questions. <br /> CB 4333--An ordinance concerning traffic regulations; <br /> readopting Section 5.005 of the Eugene Code, 1971; <br /> and declaring an emergency. <br /> Mr. Rutan moved, seconded by Mr. Boles, that the bill, with <br /> unanimous consent of the council, be read the second time by <br /> council bill number only, and that enactment be considered at <br /> this time. Roll call vote; the motion carried unanimously, <br /> 7:0. <br /> Council Bill 4333 was read the second time by number only. <br /> Mr. Rutan moved" seconded by Mr. Boles, that the bill be ap- <br /> proved and given final passage. <br /> Recognizing that this is a routine item, Mr. Boles asked whether there might <br /> be a way for the council to automate this procedure. He suggested tacit <br /> council approval with a veto ability. In response, Mr. Gary said that this <br /> is an exercise of the City's home rule power to adopt ordinances that mirror <br /> the State code.
