<br />~ . <br />- <br /> Ms. Ehrman indicated her support for this ordinance and expressed hope that <br />e the rate differential would encourage citizens to have their dogs spayed or <br /> neutered. <br /> Responding to a question from Mr. Boles, Ms. Norris said that she does not <br /> know why the City licenses potentially dangerous dogs. Mr. Boles asked that <br /> this issue be flagged for further discussion the next time the council con- <br /> siders its rate structure for dog licensing. <br /> Mr. Nicholson observed that the City recently advised a constituent that <br /> litigation is a citizen's only recourse action if bitten by a potentially <br /> dangerous dog. He asked whether there were other code regulations governing <br /> potentially dangerous dogs. In response, Bill Gary, City Attorney's Office, <br /> said that the code does contain other provisions governing potentially dan- <br /> gerous dogs specifically targeted at repeat offender dogs. Responding to <br /> another question, Mr. Gary said that the City learns of repeat offender dogs <br /> on a citizen complaint basis. <br /> Mr. Nicholson said that he believes the ordinance is inadequate with respect <br /> to repeat offender dogs. Staff agreed to reexamine the code and provide the <br /> council with a response. <br /> Mr. MacDonald observed that some "potentially dangerous" dogs never cause any <br /> problems. He said that it is legitimate for the City to license potentially <br /> dangerous dogs as long as the dog owner complies with restrictions set forth <br /> in the code. <br />e Roll call vote; all councilors present voting aye, the bill <br /> was declared passed (and became Ordinance 19799). <br /> Mayor Miller adjourned the meeting of the Eugene City Council and convened a <br /> meeting of the Urban Renewal Agency. <br /> III. RESOLUTION CONCERNING RESERVE FOR CAPITAL PROJECTS <br /> Acting Assistant City Manager Linda Norris introduced the topic and said that <br /> Administrative Services Director Warren Wong was available to answer Ques- <br /> tions. <br /> Res. No. 957--A resolution authorizing the transfer of funds <br /> from the Reserve for Capital Projects to the <br /> Planning and Development Department. <br /> Mr. Rutan moved, seconded by Mr. Boles, to adopt the resolu- <br /> tion.
