Mr. Berggren said that the major concerns (such as local impact <br /> of improvements and land conservation) had been addressed and there was sup- <br /> port for the multi-use plan. <br /> Saying that the City is examining consolidation as a cost-reduction strategy, <br /> Mayor Miller asked if EWEB had given any thought to consolidating services <br /> with the Springfield Utility Board (SUB). Mr. Berggren said there had been <br /> no discussion of consolidating, but there has been cooperation on an ad hoc, <br /> voluntary basis on some projects. <br /> Responding to a question about using grass seed industry wastes as a power- <br /> generating source, Mr. Berggren said there may be some possible alternatives, <br /> but at this time there have been no concrete theories or proposals for using <br /> the direct combustion of grass wastes for generation. He said there may be <br /> other applications which are more viable. <br /> In response to a question from Mr. Nicholson, Mr. Berggren said that EWEB <br /> owns a share in the Trojan nuclear plant: three percent of the plant's <br /> gross operating revenue. <br /> IV. COUNCIL COMMITTEE REPORTS <br /> Citing the absence of several councilors, the council decided to postpone <br /> e committee reports, except for important notices. <br /> A. Central Area Transportation Study <br /> Mr. Boles said there are land-use implications for the larger municipality <br /> forthcoming from the Central Area Transportation Study advisory committee. <br /> The advisory committee has formed subcommittees to address parking, transit, <br /> bicycles, and land-use issues separately. <br /> B. Governor's Conversation With Oregon <br /> Noting that City staff has formed close liaisons to the Governor's conversa- <br /> tion program, Mr. Boles wondered if it was possible to lobby for statewide <br /> funding for government planning processes.
