PROPOSED LEAGUE OF OREGON CITIES RESOLUTION CONCERNING STATE <br /> TRANSPORTATION TRUST FUND <br /> Staff presented background information, saying the resolutions were proposed <br /> by members of the City Council and approved by the IGR Committee. Upon coun- <br /> cil's approval the resolutions will be presented to the League of Oregon <br /> Cities at its convention next month. If adopted by the league, the resolu- <br /> tions would become temporary statewide municipal policy for purposes of lob- <br /> bying the 1993 State Legislature. <br /> Responding to Mayor Miller's question about why Police and Parks are not <br /> included in the resolutions, Mr. MacDonald said both of these divisions will <br /> have an opportunity in May for the citizens of Oregon to amend the State <br /> constitution to allow the highway user fund (primarily gas tax and vehicle <br /> registration fees) to be used for supporting the State Police and/or State <br /> Parks system. He explained that the resolutions propose that the name of the <br /> fund be changed from Highway Trust Fund to Transportation Trust Fund. The <br /> proposal also requests that the uses for which the fund may be used be ex- <br /> panded to include pedestrian, bicycle, mass transit, light rail, and other <br /> modes of alternative transportation. <br /> Mr. Rutan moved, seconded by Mr. Robinette, to support presen- <br /> tation of the resolution concerning the State Transportation <br /> Trust Fund to the League of Oregon Cities 1991 convention, <br /> with the correction noted below. The motion passed unanimous- <br /> e ly (8:0). <br /> Mr. MacDonald corrected the date in the first sentence of the resolution to <br /> reflect adoption by the League of Oregon Cities on November 12, 1990. <br /> IV. PROPOSED LEAGUE OF OREGON CITIES RESOLUTION CONCERNING MUNICIPAL LAND <br /> USE PLANNING SERVICES <br /> Mr. Rutan moved, seconded by Mr. Boles, to support presenta- <br /> tion of the resolution concerning municipal land use planning <br /> services to the League of Oregon Cities 1991 convention.
