Council Goals Session <br /> Mr. Rutan referred to the memorandum outlining the agenda for council's goals <br /> session on October 25-26 and asked councilors to direct feedback to Pam <br /> Berrian. <br /> II. 1992 FEDERAL SCHEDULE <br /> Linda Lynch, Intergovernmental Relations Division, stated that the City's <br /> Washington representative, the Intergovernmental Relations Division staff, <br /> and the Council Intergovernmental Relations (IGR) Committee recommend that <br /> the City plan its annual lobbying trip to Washington prior to the National <br /> League of Cities (NLC) Conference. <br /> Ms. Lynch briefed the council on this year's Federal legislative accomplish- <br /> ments, noting that some of them resulted from work begun in previous years. <br /> Among these are: airport expansion; funds for land acquisition for wetlands <br /> in west Eugene; movement of the bill on the Ferry Street Bridge project to <br /> the full House; funding for the Lane Transit District transfer station; the <br /> University of Oregon's request for housing innovation funding; and funding <br /> for foreign language immersion programs. <br /> Mayor Miller commended Ms. Lynch for her leadership. <br /> Several councilors spoke in favor of separating the Washington lobbying trip <br /> e from the NLC conference. Mayor Miller pointed out that approving the recom- <br /> mendation for one time only would allow the flexibility to return to the <br /> current system. <br /> Mr. Gleason noted that the City's lobbying efforts over the last seven years <br /> has yielded about $100 million to the community. He gave the following five <br /> reasons for the City's success: <br /> 1. Councilors know the organization and are consistent in their <br /> views; <br /> 2. The council has the support of other community organizations; <br /> 3. Supportive coordination by staff; <br /> 4. The council is consistent in following up on issues; and <br /> 5. The council provides continuity to maintain consistency in its <br /> lobbying efforts. <br /> Mr. Rutan moved, seconded by Mr. Boles, to separate the City's <br /> annual lobbying trip to Washington from the National League of <br /> Cities Congress of Cities meeting. The motion passed unani- <br /> mously (8:0). <br /> Ms. Lynch stated that the City's track record has resulted in credibility and <br /> the City's partners are willing to cooperate in the area's lobbying effort. <br /> She suggested making the City's logo less proprietary. <br /> e MINUTES--Eugene City Council October 16, 1991 Page 3 <br /> Lunch Work Session <br />
