He <br /> said that Terry Street is also planned to eventually extend from Barger Drive <br /> to Roosevelt Boulevard. <br /> Ms. Bascom felt development of the Terry Street arterial was important be- <br /> cause Bethel-Danebo's relatively flat neighborhood had significant potential <br /> for generating bike traffic. <br /> Responding to a question from Mr. Boles, Ms. Heinkel said the estimated <br /> $81,000 which would be generated from parks systems development revenue was <br /> based on the standard systems development charges (SDCs) rate schedule ap- <br /> plied to 250 units. Mr. MacDonald reminded councilors of concerns regarding <br /> the SDC's parks systems development charge and exclusion of regional facili- <br /> ties. He suggested that the council revisit the parks systems development <br /> charges at a future meeting. Mr. Boles asked staff for a follow-up to deter- <br /> mine if the revenue generated from the SDCs was adequate to cover the acqui- <br /> sition cost of the park. <br /> Mayor Miller opened the public hearing. <br /> e Al Johnson, 767 Willamette Street, representing the applicant, expressed <br /> support for the request. He said there have been substantial changes in <br /> the hydrology due to development and that wetlands consultants and soil con- <br /> servationists have surveyed the land. He noted that soil conservationists <br /> have recently been directed to discontinue wetlands delineations because of <br /> changes in regulations. He said The Capital Press, a statewide agricultural <br /> newspaper, indicated in this week's publication that definitional issues may <br /> not be resolved for another 18 months. He said there would be potential to <br /> preserve open area on the property, as it can provide up to 350 units. <br /> Responding to questions, Mr. Johnson said the projection of Terry Street as <br /> an arterial presumes that it will be accessed via West 11th Avenue.
