<br /> ---- <br />e Responding to a request for clarification from Ms. Bascom, Mr. Boles said <br /> that the council has decided to use Option 3 as the basis for the placeholder <br /> budget, but work toward getting as close to Option 4 as possible. <br /> It was agreed that councilors would speak to members of the Budget Committee <br /> individually. <br /> E. Ignition Interlock Devices <br /> Mr. Boles said he has received information from the City's court administra- <br /> tor indicating the ignition interlock devices have shown to be effective in <br /> removing drunk drivers from roads. He circulated the information, noting <br /> that local jurisdictions are precluded from taking any action by State con- <br /> straint. <br /> F. Century Council <br /> Mr. Boles reported that Mary Burrows has been hired as the local coordinator <br /> for the Century Council. He encouraged the council to continue to monitor <br /> the activities of the Century Council. <br /> G. University Director of Government and Community Relations <br /> Mr. Green officially congratulated Mr. MacDonald on his new post as the Uni- <br /> versity of Oregon's Director of Government and Community Relations. <br />e H. Town Hall Meeting <br /> Mr. Green said he has requested a written report of key points and issues <br /> brought up at the three jurisdictions' town hall meeting on October 30. Of <br /> particular interest to Mr, Green is a resolution passed approximately 10 <br /> years ago relating to the Disadvantaged Business Enterprise Program. He <br /> asked that the council discuss the document when the information is avail- <br /> able. <br /> r. Highway 99 North Revitalization <br /> Mr. Green asked staff for a comprehensive plan on alternative funding mecha- <br /> nisms for the Highway 99 North revitalization project, and present it for <br /> council discussion within the next two months. <br /> Mr. Boles said that there are two different westside revitalization issues. <br /> One is the Highway 99 North revitalization project and the other is the <br /> intercity westside deterioration that is occurring. He asked that staff <br /> examine the two issues together, noting it does not seem to make sense to <br /> manage two parallel revitalization projects. <br /> Ms. Bascom made the assumption that the council's meeting with the Transpor- <br /> tation Division will provide an update on the Highway 99 North project.
