Meeting of November 20 <br /> Ms. Ehrman expressed concern that an issue she has raised is scheduled for <br /> the November 20 meeting, which she cannot attend. <br /> Ms. Marentette said that the intent was to clarify the wording of the goals. <br /> The postponed process issues will be discussed in a future meeting, possibly <br /> in January 1992. At Mr. MacDonald's suggestion, goals clarification will be <br /> added to the council's December 2 agenda. The council will not meet on No- <br /> vember 20. <br /> K. Solid Waste and Recycling Board Representation <br /> Mr. Nicholson asked for clarification on his role on the Solid Waste and <br /> Recycling Board. He also noted that the minutes for the meeting when this <br /> issue was discussed did not capture the discussion. The minutes issue has <br /> been placed on the council's agenda for December. <br /> Ms. Ehrman left the meeting at 12:10 p.m. <br /> Summarizing a brief discussion, Mayor Miller said the council needs to decide <br /> if Mr. Nicholson should deal with rate-setting issues. <br />e Mr. Gleason said the issue is that waste reduction is a requirement of the <br /> State, which gives five ways for waste reduction allowed by statute. One of <br /> those ways is progressive rates. He said there needs to be policy standards <br /> on rates. The old ordinance is designed to create an acceptable rate of <br /> return from the industry. The industry is now dealing with the rate issue <br /> without considering the impact to the consumer. The City is obliged to pro- <br /> ceed with the rate, upon request for review from the industry. <br /> Mr. Nicholson said his proposal was for him to develop interim suggestions to <br /> guide a single-year rate-setting process, because the longer-term discussion <br /> of restructuring the system will deal with the longer-term issues of rate- <br /> setting. <br /> Mr. Boles moved, seconded by Mr. Robinette, to have a commit- <br /> tee composed of Solid Waste and Recycling Board members, <br /> staff, and Mr. Green and Mr. Nicholson define a work scope <br /> that involves both the short-term rate issue, as well as the <br /> SB66 issues, and that the committee submit a work plan for <br /> council's approval. The motion passed unanimously, 6:0. <br /> Mr. Gleason said that the City has received a specific request from the Met- <br /> ropolitan Policy Committee (MPC) for discussion of an intergovernmental co- <br /> operation with this issue.
