Neighborhood Economic Development Corporation (NEDCO) Request <br /> <br />Ms. Bascom said that NEDCO has requested summary action that enables it to <br />have some fees waived. Mr. Boles explained that though NEDCO is involved in <br />the "home rent-to-own" program, it is not a social service agency and is not <br />entitled to a 50 percent reduction of permit fees. Ms. Bascom said the issue <br />will be presented at the next Housing Policy Board meeting. <br /> <br />E. Room Tax Rates <br /> <br />e <br /> <br />Ms. Bascom noted that the room tax rate is the same for both the City of <br />Eugene and Lane County, 7.5 percent. <br /> <br />F. Transportation Improvement Program (TIP) <br /> <br />Ms. Bascom said that at 4 p.m. today she would be meeting with the Department <br />of Transportation and a legislative delegation to review the TIP regarding <br />transportation projects for next year. Ms. Bascom said the delegation will <br />again plea for fairer distribution of funds as Eugene has ten percent of the <br />county's population and receives only seven percent of the funding. Mr. <br />Boles asked Ms. Bascom to remind the delegation that the TIP was constructed <br />before the implementation of State Rule 12, and future TIP will reflect those <br />changes. He also asked for clarification on the mechanism by which funds <br />will be allocated. <br /> <br />G. Metropolitan Policy Committee <br /> <br />Ms. Bascom said that efforts to convene a central planning body within the <br />metropolitan area failed. Neither Lane County nor the City of Springfield <br />were interested. Mr. Boles added that the committee also discussed how to <br />ensure State support and expanded jurisdictions for maintaining metropolitan <br />plans. Lane Transit District and Eugene Water & Electric Board were <br />mentioned as possible partners. <br /> <br />H. Tattoo Business <br /> <br />Mr. MacDonald discussed recent correspondence from a citizen expressing <br />concern about unregulated tattoo businesses. Mr. Robinette noted that the <br />matter has been previously referred to the Intergovernmental Relations <br />Division for follow-up. <br /> <br />I.
