APPROVAL OF FINDINGS AND RECOMMENDATIONS OF HEARINGS OFFICIAL AND <br /> PASSAGE OF ORDINANCE LEVYING ASSESSMENTS FOR HILYARD STREET (CONTRACT <br /> 92-2) <br /> City Manager Mike Gleason introduced the topic and said that Les Lyle, Public <br /> Works Department, was present to answer questions. <br /> Mr. Boles moved, seconded by Ms. Ehrman, to approve the Hearings <br /> Official's findings and recommendations of September 22, 1992. <br /> Roll call vote; the motion passed unanimously, 7:0. <br /> CB 4416--An ordinance levying assessments for sanitary sewers to <br /> serve Hilyard Street between 21st Avenue and 22nd Avenue; <br /> and declaring an emergency. <br /> Mr. Boles moved, seconded by Ms. Ehrman, that the bill, with <br /> unanimous consent of the council, be read the second time by <br /> council bill number only, and that enactment be considered at this <br /> time. Roll call vote; the motion passed unanimously, 7:0. <br /> Council Bill 4416 was read the second time by number only. <br /> Mr. Boles moved, seconded by Ms. Ehrman, that the bill be approved <br /> and given final passage. Roll call vote; all councilors present <br /> voting aye, the bill was declared passed and became Ordinance No. <br /> 19980. <br />e <br /> V. ORDINANCE AUTHORIZING ACQUISITION OF STREET RIGHTS-OF-WAY ON 11TH <br /> AVENUE, WEST FROM GARFIELD STREET TO TYINN STREET <br /> City Manager Mike Gleason introduced the topic and said that Les Lyle, Public <br /> Works Department, was present to answer questions. <br /> Responding to a question from Mr. MacDonald, Mr. Lyle explained that the scope <br /> of the improvement includes widening West 11th Avenue from Garfield Street to <br /> Tyinn Street to accommodate a 12-foot center-turn lane. <br /> Responding to questions from Mr. Nicholson, Mr. Lyle said the list of names <br /> and addresses in the agenda packet include property owners of potential right- <br /> of-way that might need to be acquired. He said in general the public had been <br /> notified that the proposed widening project is included in the FY93 Capital <br /> Improvement Program (CIP); if extensive objections occur, the issue may be <br /> brought back to the council for direction. Also, there would be no assess- <br /> ments associated with this project since the street currently meets City <br /> standards and it is City policy not to assess a property a second time for a <br /> street improvement. <br /> Responding to a question from Mr. Boles, Mr. Lyle said the ordinance does not <br /> necessitate an emergency clause. <br />e <br /> MINUTES--Eugene City Council October 12, 1992 Page 4 <br /> 7:30 p.m. <br /> ---... <br />
