He feels the center median should be left <br /> in. He feels that people who do not have any controls do not seem to <br /> control themselves. <br /> Clark Cox, 1085 Patterson, felt pedestrian traffic is in danger as it <br /> is now. <br /> Ruth Bascom, 2114 University, spoke in support of bike lanes. <br /> Rick Cleveland, 600 Citizens Building, handed in a petition containing <br /> 232 signatures in opposition. He said there are two types of concerns: <br /> (1) no frills concerned citizen approach against spending much money, <br /> especially for a nebulous benefit; (2) adequacy of data on which the <br /> decision might be based. Mr. Cleveland submitted an approach is needed <br /> to analyze available data. Is this the right project? He was concerned <br /> if road surface is reduced to allow for bikes, since traffic is so heavy. <br /> He also noted he has not seen many bikes on Highway 99. There are other <br /> direct routes freer from risk. The desire, he feels, is to have a good <br /> safe alternative for bikers--not provide a safe place just for them. <br /> There are indications staff has investigated alternative funding for the <br /> property owners involved. He feels, too, that all citizens should pay <br /> for beautification to a city entrance, not just property owners on <br />- Highway 99. Mr. Cleveland also wondered if the project would fare <br /> better when rated as a higher priority than 8th out of 9 state priorities. <br /> He wondered why federal funds were not sought, and was opposed to the <br /> median strip. <br /> Kay Poole, 1700 Bailey Hill, and a property owner on Highway 99, spoke <br /> in opposition due to cost. <br /> Belva Keller, 1955 Highway 99N, wondered about aesthetics from Barger <br /> north, questioning the advisability of beautifying the area north of Barger <br /> only. <br /> Andy Caldwell, 642 Highway 99N, felt the road should be left alone, at <br /> least until it can rate higher with the State. <br /> Robert Hanigan, 228 Kingsbury, felt further study should be done before <br /> improvement. <br /> Bryce Poole, 1700 Bailey Hill Road, and property owner on Highway 99, <br /> felt there are higher priorities at present. <br /> Richard Gilbert, 3303 Kevington, is in favor of the project but not <br /> in its. present form.
