; Donald J. Moorehead, 3590 Dove Lane, manager of Dorsey Buslines, feels . the staff proposal is unsafe for school buses on Highway 99N. All traffic stops when school buses do unless there is a solid barrier. With four feet on the right hand side plus a six-foot bike path, it invites motorists to pass illegally on the right side allowing no protection for passengers. Also, it clogs up the area without a shoulder area as is present now. He is opposed to the center median. It seems a refuge area, he said. Public hearing was closed, there being no further testimony presented. Public Works Director responded that the bike issue does not have to be settled at this time. If a decision were made to remove the bike lane, it would be merely a matter o~ removing the band. The cross section would be identical. Re Federal funding, that is a long and arduous process, with no assurance of funding. Al Williams, Traffic Engineer, maintained it is unfair to base decisions on present number of pedestrians. Experience has shown that that should not be the basis of those kinds of decisions. When facilities are available, they do become used. Re: proposed striping for bike lane, he said the Bike Committee has reviewed this corridor carefully and feels in their judgment that the design and the inclusion is still valid. Re: school bus situation, he does not know if school buses will still be run on Highway 99 with the construction of the sidewalk because the school district may be in a position to eliminate some bus routes. . Mr. Haws moved, seconded by Mr. Hamel, to postpone a decision until the next regular meeting October 11, pending staff response to material submitted "tonight". Motion carried unanimously. II-A-3 F. Staff notes and minutes of August 3, 1976 were received as part of the record by reference thereto. Public hearing was held with no testimony presented. C.B. 1250 - Rezoning to H-Historic District the area at southwest corner of 11th and Patterson (588 East 11th) was read by council bill number and title only, there being no Council member present requesting it be read in full. Mr. Haws moved, seconded by Mr. Hamel, that findings supporting the rezoning as set out in Planning Commission staff notes and minutes of August 3, 1976 be adopted by reference thereto; that the bill be read the second time by council bill number only, with unanimous . .consent of the Council; and that enactment be considered at this time.
