<br /> ; <br /> Donald J. Moorehead, 3590 Dove Lane, manager of Dorsey Buslines, feels . <br /> the staff proposal is unsafe for school buses on Highway 99N. All <br /> traffic stops when school buses do unless there is a solid barrier. <br /> With four feet on the right hand side plus a six-foot bike path, it invites <br /> motorists to pass illegally on the right side allowing no protection for <br /> passengers. Also, it clogs up the area without a shoulder area as is <br /> present now. He is opposed to the center median. It seems a refuge <br /> area, he said. <br /> Public hearing was closed, there being no further <br /> testimony presented. <br /> Public Works Director responded that the bike issue does not have to <br /> be settled at this time. If a decision were made to remove the bike <br /> lane, it would be merely a matter o~ removing the band. The cross <br /> section would be identical. Re Federal funding, that is a long and <br /> arduous process, with no assurance of funding. <br /> Al Williams, Traffic Engineer, maintained it is unfair to base decisions <br /> on present number of pedestrians. Experience has shown that that should <br /> not be the basis of those kinds of decisions. When facilities are <br /> available, they do become used. Re: proposed striping for bike lane, <br /> he said the Bike Committee has reviewed this corridor carefully and feels <br /> in their judgment that the design and the inclusion is still valid. <br /> Re: school bus situation, he does not know if school buses will still <br /> be run on Highway 99 with the construction of the sidewalk because the <br /> school district may be in a position to eliminate some bus routes. . <br /> Mr. Haws moved, seconded by Mr. Hamel, to postpone <br /> a decision until the next regular meeting October 11, <br /> pending staff response to material submitted "tonight". <br /> Motion carried unanimously. <br />II-A-3 F. Rezoning to H-Historic District <br /> 1. Southwest corner of 11th and Patterson (588 East 11th), from R-4 <br /> (Calkins House)(Z 76-1) <br /> No ex parte contacts Or conflicts of interest <br /> were declared by Council members. Staff notes <br /> and minutes of August 3, 1976 were received as <br /> part of the record by reference thereto. Public hearing was held <br /> with no testimony presented. <br /> C.B. 1250 - Rezoning to H-Historic District the area at <br /> southwest corner of 11th and Patterson (588 East 11th) <br /> was read by council bill number and title only, there <br /> being no Council member present requesting it be read <br /> in full. <br /> Mr. Haws moved, seconded by Mr. Hamel, that findings supporting the <br /> rezoning as set out in Planning Commission staff notes and minutes <br /> of August 3, 1976 be adopted by reference thereto; that the bill be <br /> read the second time by council bill number only, with unanimous . <br /> .consent of the Council; and that enactment be considered at this <br /> time.
