Community Development Application Process--Mr. Hurray reported <br /> File on the Community Development Application Process currently <br /> underway. The process is part of a three-year plan approved <br /> by the federal government; this year major consideration is <br /> being given to the heavily low-income population. Hr. Murray <br /> said that requests for proposals have been circulated; responses <br /> have been received from neighborhood groups, private groups, <br /> the Human Rights Commissions, and the Downtown Development <br /> Board. Additionally, a public hearing has been held and the <br /> Housing and Community Development Commission has met to gen- <br /> erate their own ideas as well. Staff has looked at the pro- <br /> posals and made recommendations to the Commission, pointing <br /> out those applications not allowable under the Community De- <br /> velopment Act, those on which there is some local policy vio- <br /> lation or not enough relationship to the low-income population, <br /> as well as those which may have impact on some area now in a <br /> critical planning process. He said the Commission has determined <br /> . that, for at least another year, it will not fund any further <br /> development of neighborhood centers unless a commitment has <br /> already been made. The commission wants to have experience in the <br /> field and an opportunity to work out on-going responsibilities <br /> before deciding whether it wishes to pursue those areas again. <br /> The application draft will be reviewed in January with a public <br /> hearing to be held in early February. Subsequently, the Budget <br /> Committe will review and the application will then go to the <br /> City Council. <br /> Com 12/15/76 B. Ordinance Adoption Rezoning the Area South of 29th and Wi11amette-- <br /> Affi rm As there had been some questions raised on the parliamentary <br /> procedure followed at the December 13 Council meeting, Joyce <br /> Benjamin of the city attorney's office distributed a report to <br /> Council which outlined the proper procedure to be followed. She <br /> explained that the action before the Council at its December 13 <br /> meeting was an application for a change in zoning submitted <br /> following Planning Commission approval after a joint hearing <br /> with the Council. It was not a new application. It if had been <br /> a new application, it could not even have been considered. Mrs. <br /> Benjamin noted that the bill had an extra reading at the December <br /> 13 meeting. At that meeting, she said, there was some question <br /> whether the bill was being read for the first time. The first <br /> motion to deny and adopt negative findings failed.
