July 20, 1977 <br /> Adjourned meeting from July 13, 1977, of the City Council of the City of <br /> Eugene, Oregon, was called to order by His Honor Mayor Gus Keller at 12:00 <br /> noon on July 20, 1977, at King's Table, Oakway Mall, with the following <br /> Council members present: Eric Haws, D. W. Hamel (arrived late), Tom Williams, <br /> Ray Bradley, Jack Delay, Scott Lieuallen, Brian Obie, and Betty Smith. <br /> I. ITEMS FROM MAYOR AND COUNCIL <br /> A. Clarification of Forfeiture Provision of Charter--Mr. Obie said <br /> he would be out of town July 25 through 29, missing two Council <br /> meetings, and asked if he needed to be excused. Mr. Williams asked <br /> for clarification from counsel regarding the forfeiture section <br /> of the Charter. Stan Long, City Attorney's office, said the Charter <br /> states a Councilor must miss "two regular meetings" in succession. <br /> Therefore, Mr. Long said a Councilor would have to miss the first <br /> Monday night meetings of two successive months before forfeiture <br /> would be considered. All other meetings during the month were <br /> adjournment of the "regul ar meeti ng". <br /> B. Telecommunications Systems Inc. of Eugene--Mr. Obie received a letter <br /> from the company in which some charges were made regarding bid <br /> - openings July 22 for police radios. He said the charges were fairJy <br /> critical and was concerned about the process if those charges were <br /> correct. Assistant Manager .asked the appropriate staff to respond to <br /> him, and he would have that response for Council Wednesday, July \ <br /> 27. <br /> C. Request for Stop Sign on Arthur Street--Mr. Obie received a letter <br /> from people in his ward requesting stop signs on Arthur Street. He " <br /> said people in his ward had talked with various staff persons and had <br /> no response. He turned the letter over to staff requesting some <br /> action. <br /> D. Grants-in-Aid for State and Local Government, 1978-82--Mr. Delay <br /> reported, as a warning to Council, information released July 1 from <br /> the Office of Management and Budget regarding a five-year project for <br /> grants-in-aid to state and local governments. In 1978, the share of <br /> the federal budget going to local governments was 12.1 percent. <br /> Between 1978 and 1982, it was projected the share will decrease <br /> to 7. 8 .
