National Energy Plan--Mr. Delay said the National Energy Plan was <br /> a great step forward in the country, noting an excellent opportunity <br /> for citizens to impact and review the plan. The National League . <br /> of Cities had reviewed the plan and had found great difficulty with <br /> it. The general impression of the plan was that it would contain <br /> 1) a conservation plan, 2) use of nuclear power as a last resort, <br /> and 3) the breeder program would be scrapped. Resistance to the <br /> plan resulted from actual findings that the plan was a comparison <br /> between what would happen if there were no plan as to what would <br /> happen under the energy plan. Mr. Delay reviewed the three major <br /> areas, citing the problems under the Energy Plan of each one. He <br /> said the result of the plan might be a more inefficient distri- <br /> bution of energy. He felt it important for City Council and <br /> citizens of the community to become informed and to consider <br /> what the plan entailed, making their opinions known. <br /> F. Mayor's Absence--Mayor Keller would be out of the office July <br /> 25 through July 29. <br /> G. Japanese Student Recepti on--Mayor Keller remi nded Council and <br /> those in the audience of the reception at 6:45 p. m. Monday, <br /> July 25, in the McNutt Room for the Japanese student delegation. <br /> H. Meeting Scheduled for August--Assistant Manager requested Council <br /> to consider at the end of tOday's agenda the meeting schedule for <br /> August, noting any vacation plans. <br /> I. Flakcatcher--Assistant Manager introduced Mavis Adams from the <br /> Finance Department, who will be flakcatcher in the City Manager's .. <br /> office for the next six months. <br /> II. REVIEW OF MPPC "r4ETRO PLAN UPDATE WORK PROGRAW <br /> Assistant Manager noted Council had received material several weeks <br /> ago and had had a chance to review those materials, saying John <br /> Porter and Randi Bjornstad of the Planning Department were available <br /> to answer questions. <br /> Mr. Delay expressed two areas of concern which he felt should be em- <br /> phasized in the plan update process: 1) the carrying capacity of <br /> airshed, and its impact on development in the Metro area. He further <br /> noted it was critical to have developed an air quality maintenance plan; <br /> 2) the impact of growth, saying he felt it important.to understand the <br /> population projections in the report were nothing more than best guesses <br /> that were historically low. He asked the report address itself as to what <br /> will happen to the community at both a slower and faster rate of growth. <br /> John Porter, Planning Department, responded to the first concern of <br /> Mr. De 1 ay, sayi n9 it is covered in the Community Goa 1 s and Po 1 i c i cs <br /> . as a number one issue and can be incorporated into the work program. <br /> In regard to Mr. Delay's second concern, Mr. Porter said he would <br /> tentatively agree the issue could be accommodated in the work program. <br /> However, he would have to check with LCOG and other agencies' staffs - <br /> 7 n o/n - " <br /> 510 <br />
