He noted the auditor's contract was very vital as the firm <br />is hired to check staff administration of budget in terms of legality <br />and efficiency. However, it's essential that the Council has an <br />auditor with whom they are satisfied. <br /> <br />Mr. Williams expressed concern as to what he was supposed to do. <br />He did not feel there was any reason to change auditors or attorneys <br />every so many years unless they were not giving the City good service. <br />He noted in past experience, when auditors were changed, it resulted <br />in a "nonaudi t" for about two years. He sai d if the purpose of the <br />subcommittee was to see if Coopers and Lybrand is a reliable firm and <br />doing a good job, then he is willing to serve. However, if it were <br />to change the system, he was not willing. <br /> <br />Mr. Flogstad said, because of concern expressed by Council, the <br />Finance Department had contacted 21 firms with a list of questions. <br />Several responses had been received. He said the department would <br />like to be sure when it gets to the point of selecting an auditor, <br />that the scope of the audit and the process being used are acceptable <br />to the Counci 1 . <br /> <br />II. <br /> <br />Civic Center Auditorium Concept on Site Usage and Facilities <br />Memo from Civic Center Director dated February 7, 1978, distributed. <br /> <br />Manager said the purpose of discussion was to look at the concepts as <br />presented; a public hearing will be held Monday, February 13, on these <br />concepts with some kind of decision as to which concept should be adopted. <br />A cost estimate for scheme No.7 is being prepared and should be ready for <br />that hearing. <br /> <br />Les Anderson, Chairman of the Civic Center Commission, said the auditorium <br />project was approaching the pre-schmatic design phase. This would deter- <br />mine what activities will actually be on site and approximately how much <br />cubic space should be devoted to each activity. He said the memo outlines <br />those concepts. Two matters he wished the Council to consider were <br />outlined. First, the matter of the hotel. He noted considerable discus- <br />sion regarding bringing a hotel into the downtown area, and noted certain <br />financial advantages such as taxes accruing. The Commission had discussed <br />the matter and felt that the treatment given in scheme No.7 allows for <br />such development. He noted a hotel could take considerable land space, <br />and just because it was illustrated in the plan did not necessarily mean a <br />hotel would be developed. He said it may be some years before such a <br />hotel might be developed. However, it was the Commission's hope that a <br />hotel would come in as soon as possible. <br /> <br />The second matter regarded Willamette Street, with discussion ranging <br />from leaving it in its present state to closing it off completely. <br />The Commission would like some indication from Council as to what direc- <br />tions could be given to the architect. <br /> <br />2/8/78--3 <br /> <br />,5 <br />
