<br />. <br /> <br />M I NUT E S <br />EUGENE CITY COUNCIL <br />March 29, 1978 <br /> <br />Adjourned meeting from March 27, 1978, of the City Council of the City of <br />Eugene, Oregon, was called to order by His Honor Mayor Gus Keller at 11:30 <br />a.m., March 29,1978, King's Table, Oakway Mall, with the following Councilors <br />present: D. W. Hamel, Ray Bradley, Tom Williams, Eric Haws, Jack Delay, Scott <br />Lieuallen, Brian Obie, and Betty Smith. <br /> <br />I. Items From Mayor and Council <br /> <br />A. Panhandle Review Committee Appointments--Mayor Keller distributed <br />a list of appointments for the committee. <br /> <br />Mr. Hamel moved, seconded by Mr. Bradley, to approve the <br />appoi ntments. <br /> <br />-- <br /> <br />Mr. Delay questioned the effectiveness of a committee when there were <br />persons appointed who had strong positions regarding the panhandle <br />policy. Mr. Haws said he still did not know what the committee was <br />supposed to do and suggested Mr. Delay perhaps could take his place <br />on the committee, as Mr. Haws was entirely opposed to the panhandle <br />policy. Mr. Willia~s agreed that the problem should be approached <br />honestly with an objective view from all committee members. He felt <br />it best to have citizens at large who have not clearly established <br />their position already. Mr. Obie agreed the committee should have <br />an objective viewpoint in reviewing the standards. He said it was <br />Council's intention to continue the panhandle policy, but the co~it- <br />tee was charged with making reco~endations as to upgrading the <br />standards to make panhandle lots more aesthetically attractive and <br />acceptable. He was fearful the corrrnittee might drag its feet in <br />coming to any change or undermine the present policy. Mr. Lieuallen <br />agreed the committee should approach the review of standards only by <br />refining and suggesting improvements. Mr. Hamel felt the commitee <br />should have a specific charge from Council as to its duties. <br /> <br />Mr. Bradley suggested the committee should have the flexibility to <br />review the entire panhandle policy and should be able to recommend no <br />panhandle policy if it feels that is the best solution. Mr. Delay <br />disagreed, saying the probleM was with the aesthetics in making <br />panhandle lots more acceptable. He felt that problem existed also <br />with single- and multiple-family dwellings, and mobile homes. He felt <br />the policy should not be singled out in isolation; but, rather the <br />committee should review the standards for the panhandle lots. <br /> <br />- <br /> <br />3/29/78--1 <br /> <br />too <br />
