<br />- <br /> <br />May'or Keller said he had sought appointments to the committee on the <br />premise they would be reviewing the policy. He had tried to choose <br />people who were concerned, and noted if Council did not like his <br />appointments then Council was free to make other appointments. <br /> <br />Mr. Lieuallen was willing to serve on the committee in place of <br />Mr. Haws, noting he also felt the need to address the major issue <br />of density. He would be willing to look at the bad effects of the <br />pan~andle policy and suggest ways for improvement. <br /> <br />Mr. Obie moved, seconded by Mr. Delay, to amend the motion to <br />replace Mr. Haws with Mr. Lieuallen for Council representation <br />on the co~ittee. Motion carried unanimously. <br /> <br />Mayor Keller said the charge to the committee would be to review the <br />panhandle policy and make suggested changes in the standards which <br />would be more acceptable to all citizens. The committee would not <br />have the right to delete the entire panhandle policy. Betty Niven, <br />Chairman, JHC, suggested Council also instruct the committee to look <br />at lots which now qualify and determine ways in which these standards <br />could be changed or develop other lots to increase density. <br /> <br />Vote was taken on the motion to appoint the committee, which <br />carried unanimously. <br /> <br />e <br /> <br />The committee will consist of the following persons: Council repre- <br />sentatives Bill Hamel and Scott Lieuallen; Planning Commission <br />representatives Randy Thwing and James Pearson; Citizens-at-large-- <br />Arden Munkres, 2104 Dewey; Elaine Roccio, 2483 Blackburn; Dr. Glen <br />Purdy, 2490 Lariat Meadov/s Drive; landscape architect Peter Thompson, <br />2440 Oak Grove Drive; and architect Dan Childress, 1845 1/2 University. <br /> <br />B. <br /> <br />Parks and Recreation Authorization To Purchase Ridgeline Property-- <br />Manager said in executive session Council had discussed the purchase <br />of property. Action is being taken at the request of the owner to <br />proceed with negotiations on a settlement of the price with the owner. <br /> <br />Res. No. 2864--Authorizing institution of proceedings in eminent domain <br />for acquisition by condemnation of property west of County <br />Road No. 981, north of Spencer Butte and north and east of <br />County Road 759 for preservation of South Hills Ridgeline <br />was read by number and title only. <br /> <br />Mr. Hamel moved, seconded by Mr. Bradley, to adopt the resolution. <br />Roll call vote.
