<br />. , <br /> <br />- <br /> <br />e <br /> <br />- <br /> <br />It was consensus of Council that the ordinance would be redrafted <br />with the following changes: Termination of appointment if become <br />nonresident as soon as qualified resident is designated; and policy <br />statement that all boards and commissions of the City created by <br />ordinance or resolution are residents unless waived expressly by <br />Council. Council will consider the ordinance at its May 3 meeting. <br /> <br />Sue Riemer, 1010 East 18th, noted appreciation for staff work on the <br />issue. She said she and Ms. Edwards were responsible for this issue <br />being on the agenda and wished they could have had opportunity for input <br />in drawing up the proposal. She reiterated her feeling that all Eugene <br />boards and commissions should be comprised of Eugene residents; and when a <br />person moves, then that person should lose his term of office. She felt <br />uneasy about the allowance of a waiv~r to find qualified persons. She <br />simply wanted city residents on city boards and commissions. <br /> <br />LaVerne Edwards, 1260 President, supported city residents as members <br />of Eugene boards and commissions. She expressed surprise as she had not <br />been consulted regarding the proposal and felt that this was entirely a <br />staff recommendation. She noted, too, that it was through her efforts <br />that this was an agenda item. She felt staff had too many times taken on <br />the responsibility .that should belong to other people in the city. She <br />said such actions hindered citizens from pursuing their interests in city <br />government. She noted qualifications of a person were in the "eye of the <br />beholder," that a quorum on a committee applied only to appointed members, <br />and questioned the reappointment process of having one person serve for <br />several terms of office. She felt perhaps there should be new input on <br />committees and more residents should be allowed membership on various <br />boards. She noted it was very difficultJif a citizen had a complaint, to <br />contact a person who had moved out of town. Also, if that person was not a <br />resident, she wondered how concerned he/she could be about Eugene. <br /> <br />Ms. Edwards and Ms. Riemar will receive copies of the redrafted ordinance. <br /> <br />IV. Authorizing City I~anager to Sign Consulting Contract with A.J. Parry <br />Associates re: Airport Master Plan Update Agreement <br /> <br />Assistant Manger noted that this was a slight departure from past City <br />procedures in that the process of open bidding had not been followed <br />because of the previous on-going relationship with this firm. Parry <br />Associates have been working with the Airport since 1971 and have a great <br />deal of background information which makes their competance invaluable, <br />and also it is more economically feasible to use them. <br /> <br />Mr. Hamel moved, seconded by Mr. Lieuallen, to authorize the <br />Manager to sign a consulting contract with A.J. Parry Associates <br />re: Airport Master Plan Update Agreement. <br /> <br />In response to a question from Mr. Haws, Assistant Manager said the <br />firm was located in San Francisco. Bob Shelby, Airport Manager, said <br />they had been retained in 1971 through a selection committee process, <br />had been involved in negotiations with the Airport's feasibility studies, <br />etc. He said there was no local firm available with the needed expertise <br /> <br />4/19/78--3 <br /> <br />~1 <br />
