<br />; . <br /> <br />Vote was taken on the motion which carried unanimously. <br /> <br />V. Amendment to Multiple-Unit Property Tax Exemption Ordinance <br /> <br />Assistant Manager noted that this proposal had heen held over for a <br />proposed modification of public benefits in lieu of the heating and <br />cooling system. The applicant is proposing establishing a senior day- <br />care facility to be available as a pUblic facility to meet the needs of <br />seniors for 15 years. <br /> <br />- <br /> <br />Mr. Delay said he would propose an amendment to the ordinance to tie the <br />public benefits to a period of time rather than to an organization. In <br />effect, it would say that if Senior Lifeline, Inc. ceases to exist, <br />another similar organization or its successor would be responsible for <br />providing this benefit for 15 years. The purpose was to make sure the <br />15-year public benefit existed, regardless of circumstances. <br /> <br />Mr. Lieuallen expressed appreciation for Mr. Tomlinson taking the time to <br />come to the meeting. He also felt more comfortable with the procedure <br />and thought this was the proper way in which to deal with the problem. <br /> <br />Craig Tomlinson, Applicant, requested that the amendment be subject to <br />the owner's approval, which would not be unreasonably withheld. He <br />requested that he be a party to the approval since it was his building. <br />Mr. Delay said this would not dictate any particular organization, but <br />simply would provide that the public benefit exists for 15 years. He felt <br />tha t i4r. Toml i nson had made a very fi rm commi tment and hi s amendment <br />would assure that the commitment was made. <br /> <br />CB 1645--Concerning the Craig Tomlinson application for multiple- <br />unit property tax exemption: Repealing Ordinance No. <br />18U98; and approving application No. MEP 77-3 was read <br />by council bill number and title only, there being no <br />Councilor present requesting it be read in full. <br /> <br />Mr. Hamel moved, seconded by Ms. Smith, that the bill be read <br />the second time by council bill number only, with unanimous consent <br />of the Council, and that enactment be considered at this time. <br /> <br />- <br /> <br />Mr. Delay moved, seconded by Ms. Smith, to amend the motion to <br />include the words in Section 2(4): "...or if Senior Life Line, Inc. <br />ceases to exist, to another nonprofit organization with a similar <br />purpose...." <br /> <br />Vote was taken on the amendment to the motion which passed <br />unanimously, with Mr. Haws abstaining. <br /> <br />Vote was taken on the main motion which carried unanimously, with <br />Mr. Haws abstaini~g, and the bill was read the second time by <br />council bill number only. <br /> <br />- <br /> <br />4/19/78--4 <br /> <br />1'8 <br />
