<br />- <br /> <br />Mr. Lieuallen said he did want to discuss reinstatement of the two <br />positions on May 31 but his amendment would give Council another <br />option for funding should the positions be reinstated. He said it <br />does not in any way commit expenditure of those funds. Mr. Delay <br />said Council shou.ld have some flexibility, and they owe it to the public <br />to exerci se good judgment.. The Council has fi nal accountabi li ty, not <br />the Budget Committee. <br /> <br />Mayor Keller felt the best option at this point would be to adopt the <br />resolution as presented, feeling there would be other sources of funds <br />available should the two positions be reinstated. <br /> <br />Vote was taken on the amendment which failed, Mr. Delay, <br />Mr. Lieuallen, and Mr. Haws voting aye, and Ms. Smith, <br />Mr. Williams, Mr. Hamel, Mr. Obie, and Mr. Bradley voting no. <br /> <br />Vote was taken on the motion as stated which passed unanimously. . <br /> <br />III. Civic Center Ballot Measure <br /> <br />Res. No. 2905--Referring to voters a measure authorizing Eugene <br />Civic Center bond issue not to exceed $18,500,000 <br />was read by number and title. <br /> <br />Mr. Hamel moved, seconded by Mr. Bradley to adopt the resolution. <br />Rollcall vote. Motion carried unanimously. <br /> <br />4It IV. Council Bill Referring Three Ballot Measures. to Voters <br /> <br />C.B. 1679--Referring to voters a measure authorizing Eugene Civic Center <br />bond issue not to exceed $18,500,000 and a measure authorizing <br />a tax levy of$6,401,078 in excess of the six-percent limitation <br />and a measure authorizing $284,000 for the Downtown Development <br />District; or~ering an election to be held June 27, 1978, and <br />decl ari n9 an emergency, was read by Council Bill number and <br />title only, there bein9 no Councilor present requesting it be <br />read in full. <br /> <br />Mr. Hamel moved, seconded by Mr. Bradley that the bill be read the <br />second time by Council Bill numbe~ only, with unanimous consent of the <br />Council, and that enactment be considered at this time. Motion <br />carried unanimously, and the bill was read the second time by Council <br />Bill number only. <br /> <br />Mr. Hamel moved, seconded by Mr. Delay, that the bill be approved and <br />given final passage. Rollcall vote. All Councilors present voting <br />aye, the bill was declared passed and numbered 18181. <br /> <br />V. Economic Improvement Commission <br /> <br />May 5 letter from EDA and memos of April 21 and May 3 from L-COG have been <br />distributed to Council members.
