Haws moved, seconded by Mr. Delay, that the bi 11 be read <br />the second time by council bill number only, with unanimous - <br />consent of the Council, and that enactment be considered at <br />this time. <br />Ms. Smith moved, seconded by Mr. Lieuallen, to amend the <br />motion to reduce the property tax levy by $668,086. <br />This would take the recommended resource adjustments of $200,000, and the deferred <br />capital improvements of $100,000; delay new hires for a total of $170,000 and <br />eliminate the Building permit counselor for $13,700, the Police Department's <br />word processing center for $30,147, the Police Patrol Supervisor for $37,430, and <br />Housing for $50,000. The adjusted tax levy outside the six percent limitation <br />would be $5,732,992. <br />Mr. Delay stated he felt the public voted for convenience sake. He said this was <br />a nonsense cut and that the budget should be presented to the people on its own <br />1 eve 1 . <br />Mr. Henry said that last year there was much less property tax increase. He <br />believed that this budget will have to be cut at least as Ms. Smith requested. <br />Vote was taken on the amendment to the motion, which carried <br />with Lieuallen, Delay, and Smith voting aye; Haws and Bradley <br />voting no; and Williams abstaining. <br />It was noted the main motion would then be levying a tax of $5,732,992. - <br />Vote was taken on the main motion, which carried unanimously, <br />and the bill was read the second time by council -bill number <br />only. <br />Mr. Delay moved, seconded by Ms. Smith, that the bill be <br />approved and given final passage. <br />A lengthy and heated debate took place, with a threat from Mr. Williams to vote II no II <br />and eliminate the possibility of an August election. He stated his great dis- <br />satisfaction as to the process the Council was following, and suggested the meeting <br />be adjourned without further action. Mr. Williams felt the Council's action did <br />not give dignity to the Budget Committee's process. He said he wanted the Budget <br />Committee back for another meeting. <br />Mr. Bradley raised the question as to what impact this would have on the August <br />or September election. He said it was the Council's responsibility to give voters <br />something to vote on. <br />Ms. Smith said that without the unanimous support from the Committee and Council, <br />how could anyone even expect the budget to pass an election. She suggested the <br />Budget" Committee be reconvened July 5, 1978 to inform them of the different position <br />taken by the Council. Assistant Manager said this date was not practical because <br />of the holiday weekend, and suggested that the Budget Committee reconvene at a more <br />convenient time. Council agreed to meet the week of July 10, and suggested that <br />possibly Monday, July 10, before the regular Council meeting would be best.
