C.B. 1724 -- Authorizing rezoning from County RA to City R-1 property e located north of Jessen Drive on both sides of Elizabeth Street was read by council bill number and title only, there being no Councilor present requesting it be read in full. Mr. Bradley moved, seconded by Mr. Delay, that findings supporting the rezoning as set forth in Planning Commission staff notes and minutes of June 6, 1978, be adopted by reference thereto; that the bill be read the second time by council bill number only, with unanimous consent of the Council; and that enactment be considered at this time. Motion carried unanimously and the bill was read the second time by council bill number only. Mr. Bradley moved, seconded by Mr. Delay, that the bill be approved and given final passage. Roll call vote. All Councilors present voting aye, the bill was declared passed and numbered 18232. B. Rezonin from C-1 to RA ro ert located south of 20th Avenue, between Riverview Avenue and Augusta Avenue Eugene Planning Commission) Z 77-48) Recommended by Planning Commission June 6, 1978, with a 3 to 1 vote. Mr. Porter said this was a small lot in the Laurel Hill area coming to Council from a Planning Commission-initiated zone change from C-1 to RA. He said the property is part of properties that were zoned C-1 years ago by the City. This zoning has had some commercial uses over the years but for the most part, the properties are either vacant or e have single-family residences on them. When the Laurel Hill Plan was adopted, this area was indicated as an area to be looked at as to whether or not C-1 zoning was proper. After several years of discussion and some zone changes in the area, the Planning Commission decided to hold hearings on several of the properties this past summer. After those hearings, the Planning Commission decided to rezone only that property whose owners wished rezoning, and referred back to the Laurel Hill Neighborhood Association as to whether or not the C-1 zoning should be retained and whether or not the plan should be adjusted. The owner of the parcel before Council this evening wishes rezoning. The other properties zoned C-l will probably be back before Council when the Laurel Hill neighborhood group has had a chance for public hearings on new plans submitted to the Planning Commission today. No ex parte contacts or conflicts of interest were declared by Councilors. Staff notes and minutes were entered as part of the record. Public hearing was held with no testimony presented.
