<br /> , <br /> . <br /> MINUTES <br /> EUGENE CITY COUNCIL <br /> ., August 2, 1978 <br /> Adjourned meeting from July 26, 1978, of the City Council of the City of Eugene, <br /> Oregon, was called to order by His Honor Mayor Gus Keller at 12 noon on August <br /> 2, 1978, King's Table, Oakway Mall, with the following Council members present: <br /> Eric Haws Ray Bradley, Jack Delay, Scott Lieuallen, Brian Obie, and Betty Smith; <br /> Councilors D. W. Hamel and Tom Williams were absent. <br /> I. Items from Mayor and Council <br /> A. Recognition of Alice Rutter--Mayor Keller acknowledged Ms. Rutter's <br /> resignation as Community Relations Director. He noted she had been <br /> a very fine and special person with whom to work, that she was a hard <br /> working and diligent person. He was proud to have had the association <br /> with her and thanked her, on behalf of the Council, for her fine efforts. <br /> B. Air Quality--Memo distributed <br /> Mr. Delay reviewed for Council the memo involving two major issues: <br /> broadening the scope of the Willamette Valley airshed and consideration <br /> of a growth-increment program. <br /> Mr. Delay moved, seconded by Mr. Lieuallen, that the Eugene <br /> e City Council encourage the Environmental Quality Commission, <br /> Department of Environmental Quality, Air Quality Maintenance <br /> Area Citizens Advisory Committee, Lane Regional Air Pollution <br /> Authority, and other comparable bodies in the Willamette Valley <br /> to more fully explore the nature of the Will~mette Valley <br /> airshed. In particular, Council is concerned that any control <br /> strategies based entirely on sources inside arbitrarily defined <br /> portions of that airshed are destined to failure. There is <br /> further concern that until more is known about the conditions <br /> in the larger airshed and the transport characteristics of its <br /> meteorology, this community and others in the valley may be <br /> making planning decisions which are counterproductive in the <br /> long run. The Council also urges other jurisdictions to <br /> consider similar positions to aid in promoting a better under- <br /> standing of our common problems in the Willamette Valley <br /> airshed. The motion passed unanimously. <br /> Mr. Delay moved, seconded by Mr. Lieuallen, that the Eugene <br /> City Council recommend that the AQMA Citizens Advisory Committee <br /> incorporate a growth increment into the control strategies that <br /> are developed. Such an increment should provide for new or <br /> expanded sources to locate in the area if they meet local, <br /> State, and Federal regulations. <br /> Mr. Obie requested that Mr. Delay explain what would happen if the <br /> AQMA should or should not adopt a growth-increment program.
