The target will be the habitual serious offender and, hope- <br /> fully, the police will become more efficient and effective in removing him <br /> from soc i ety . <br /> In response to a question from Mr. Hamel regarding the law not backing the <br /> Police Department, Dr. Moore said, hopefully, with the ICAP program the <br /> police would be able to help strengthen the prosecutor's case in removing <br /> these individuals. <br /> Mr. Lieuallen requested a brief report from the Police Department on the <br /> prosecutor's portion of the program. <br /> In answer to a question from Mr. Delay, Dr. Moore said most of the per- <br /> centage of time and effort from this program will upgrade police services <br /> for the city. Ultimately, the program will lead to apprehending the <br /> serious offenders and assisting the prosecution to build better cases to <br /> put habitual offenders in jail. Chief Pierce Brooks added there will be <br /> two sergeants, four officers, and two clerical personnel in the program. <br /> Only two of these persons will be involved in the investigative analysis. <br /> The Police Department thrust would be for better information collection <br /> and analysis at the patrol officer level, particularly. <br /> Mr. Lieuallen asked about the long-term funding. Dr. Moore said the City <br /> would match ten percent the first year, 20 percent the second, and 30 <br />e percent the third year. Duri ng the fourth year, it woul d be a Budget ' <br /> Committee decision to absorb the entire program. Assistant Manager noted <br /> the contracts were for single fiscal years. In absorbing the program <br /> during the fourth year, it would basically involve four persons. How- <br /> ever, Dr. Moore pointed out the program would provide better planning <br /> for police services and would be worth the effort. He said the Police <br /> Department may not have to significantly increase its staff once ICAP is <br /> ongoing. He said'there was evidence from other cities which showed such <br /> a program ultimately saved the cities money, and he felt that would be <br /> true for Eugene. Chief Brooks added this was something that was needed, <br /> and one of the big pluses of the program would be to free up detectives' <br /> time. The uniformed police will be investigators 'and not just report <br /> takers. <br /> Dr. Moore said he would be making quarterly reports, with an annual <br /> independent evaluation as to whether the program is meeting objectives and <br /> implementing programs. Those reports would be available for Council. <br /> Manager noted for Council one of its goals was to bolster police services, <br /> and this would be a means to do so, using federal funds. <br /> Resolution 3024--Authorizing City Manager to enter into agreement with <br /> other governmental agencies for the Integrated Criminal <br /> Apprehension Program (ICAP) was read by number and title. <br /> Mr. Obie moved, seconded by Mr. Delay, to adopt the resolution. <br />e Motion carried unanimously. <br /> 10/11178--4 <br /> b78 <br />
