Don Allen, Public Works Director, said <br /> additional charges initially would be for electric service on two traffic <br /> signals. However, in the long run, there will be less City cost for large <br /> future capital projects, i.e., the Chambers overpass. <br /> Mr. Haws expressed concern regarding the County.s improvement of River <br /> Road which might ultimately result in bottlenecks of traffic coming into <br /> the city. Mr. Allen said the agreement would make Lane County the lead <br /> agent in construction. However, the process, as outlined in the T-2000 <br /> Plan, would be followed before any improvements were made for River Road. <br /> Any improvement to River Road, outside maintenance, would be Lane County's <br /> responsibility. He continued that improvement of River Road was a high <br /> priority project for Lane County and the Chambers Connector would be a <br /> continuation of that project. <br /> In response to a question from Mr. Delay, Mr. Allen said expediting <br /> improvements on River Road will not jeopardize any priority projects <br /> for the City. Manager reminded Council the Chambers Connector was recom- <br /> mended as a high priority by the Planning Commission during the adoption <br /> of the T-2000 Plan. Mr. Allen added there was local interest to bring it <br /> up to a higher priority than is now in the T-2000 Plan. <br /> Resolution 3022--Authorizing execution of agreement with Lane County and <br /> State of Oregon providing for jurisdictional and main- <br /> tenance responsibilities with respect to portions of <br />e streets more particularly described therein was read by <br /> number and title. <br /> Mr. Bradley moved, seconded by Mr. Delay, to adopt the resolution. <br /> Motion carried unanimously. <br /> Resolution 3023--Authorizing execution of agreement with Lane County pro- <br /> viding for jurisdictional and maintenance responsibilities <br /> with respect to portions of Railroad Boulevard, Van Buren <br /> Street, and Blair Boulevard was read by number and title. <br /> Mr. Bradley moved, seconded by Mr. Delay, to adopt the resolution. <br /> Motion carried unanimously. <br />V. Integrated Criminal Apprehension Program (ICAP) Grant <br /> Doug Moore, Administrative Services Division, Police Department, said the <br /> overall program is called the Comprehensive Career Criminal Program. It <br /> consists of two programs centered on identifying and removing from society <br /> serious offenders: ICAP (police component), and Career (prosecutor com- <br /> ponent). Efforts of the overall program will be to integrate the ICAP <br /> and prosecuting components to reduce criminal activity of the serious <br /> offender, increase the number of years they are removed from their criminal <br /> careers, and increase the effectiveness of police services and resources. <br /> The four components of the ICAP program include: 1) data collection; 2) <br />e <br /> 10/11/78--3 <br /> ~17 <br />
